DISCUSSION:
PW is unwilling to accept a lease for Teanaway Road realignment that diminishes our
ability maintaining Teanaway Road and the new bridge. While the anticipated one-year
delay is not favorable to DNR and others owing to load limits on the current bridge — the
delay seems inevitable. Several years ago, PW discussed the realignment with DNR, and
we were encouraged to proceed with re -scoping the bridge replacement project. The
proposed realignment was not identified as being "problematic".
Providing the AG favorably views our requested changes to DNR's standard lease, the
project will move forward. If the AG's review is not favorable, PW anticipates lobbying
the Board to terminate the project and pay FHWA for all work to date. The existing
bridge constricting Teanaway River flows will remain, and no realignment will be
required. This project is heading the same direction as Lick Creek where state agencies
lobby for the project and then find it difficult supporting the project through construction.
The project is also experiencing significant time impacts from resource agency review.
FISCAL IMPACTS:
PW has a 15% cost match to all FHWA expenses towards the project.
ATTACHMENTS:
Exhibit 1: Marked up DNR standard lease
Public Works "Work Session Staff Report", 2021
