Explain how construction ready this infrastructure project is relative to design completeness and the <br />permitting process. <br />The District has awarded a contract to construct the Phase I WWTP to Apollo General Contractors, <br />lnc. and has pre-purchased the process equipment skid from Kubota that is scheduled for delivery in <br />Iuly 2021. The system will be completed and operational by the end of October 2021, <br />The District has contracted with HLA Engineering and Land Surveying, lnc. to develop bid <br />documents for a well driller to determine an adequate site by constructing test wells starting July l, <br />2021. The information obtained will be use by Aspect Consulting to complete the well design. The <br />finaf well development will be completed in2022. <br />7. lndicate the Estimated Number of Short Term and/or Permanent Jobs Created/Retained by the Project. <br />The water right credits the District will receive once the Kittitas County well is completed will provide <br />capacity for up to 3,000 additional ERUs, enough to serve the full future build-out of their service area. <br />Existing commercial operations such as the ski resorts will use the additional water capacity to add <br />hours to their ski-related operating time in the form of night skiing, days to their operating season by <br />increasing their snow-making operations, and add year-round operations to their facilities resulting in <br />diversity and more FTEs. <br />Kittitas County has approved developments without consideration of the limited capacity of the <br />District's domestic water and wastewater systems. The completion of the Kittitas County Well and <br />Phase I MBR provide the needed water and wastewater capacities to allow the planned developments <br />to move forward in a sustainable manner. The new construction sparks construction-season jobs for <br />many years as the development occurs. The average home in Snoqualmie Pass requires three seasons <br />to complete. <br />The commercial vs. residential mix of ERU consumption has historically been about 7 commercial <br />connections for every 100 residents.
