'/ Facility Plan - The District's 2019 Facility Plan was approved by Ecology in 2020. <br />Specifically, the District is combining the recently completed land use inventory, guidelines <br />presented in Iransition 2040, and the development permits approved by Kittitas County <br />wastewater service demand to forecast growth and wastewater service demand in the <br />Snoqualmie Pass service area. <br />Community Action Plan (or other community-based plan)- The Summit at Snoqualmie Master <br />Development Plan - Officially Approved by the United States Forest Seryice in November 2008 <br />Six-Year Transportation lmprovement Plan - Officially Adopted (NAl <br />Other: Snoqualmie Pass Draft General Sewer Plan (2019) - Was approved by Ecology ln 2020 <br />Other: Snoqualmie Pass Utility District Water System Plan - Adopted May 2013. <br />Other: Snoqualmie Pass Draft Water System Plan (2021 Update) - ls in process and a draft will be <br />fonrvarded to Kittitas County and Department of Commerce for review by 311012021. <br />As with the Facility Plan, the District is combining the recently completed land use inventory, <br />guidelines presented in Transition 2040, and the development permits approved by Kittitas <br />County water service demand to forecast growth and water service demand in the Snoqualmie <br />Pass service area. <br />4. Public Benefit: <br />Please describe the public benefit derived from project completion. <br />The new Kittitas County well along with the WWTP improvements provide the future water needs of <br />the community through foreign water right credits. By using the foreign water right credits, the District <br />does not need to purchase water rights from the lower portion of Kittitas County to be transferred to <br />Snoqualmie Pass, allowing these rights to be used within the lower Kittitas County areas for other <br />development. <br />5. Define the total number of project partners demonstrating project support. <br />The District has received support from ECOLOCY, both with the Water Resources (approving the <br />foreign water rights) and Water Quality Resources (approving the wastewater Facility Plan, General <br />Sewer Plan, and Phase I Design) departments. <br />In addition, the District has received support from the Department of Fish and Wildlife, the <br />Confederated Tribes and Bands of the Yakama Nation, and the Bureau of Reclamation in regard to the <br />stream augmentation benefit the wastewater treatment portion this project will provide. <br />The District is in frequent contact with commercial customers such as the ski resorts. The ski resorts <br />are moving ahead on improvements to expand snowmaking capabilities based on the additional <br />availability of water. The ski resorts planned improvements include building new lodges and adding <br />more night skiing in the future and expect to grow by 25%, <br />u <br />5
