This award is based <br />on the jurisdiction's CDBG-CVI application for activities to prevent, prepare for, and respond to <br />coronavims in partnership with local service providers for the CDBG-CV1 consortium area. <br />Prior to grant contract execution, this letter allows you to begin inculring costs not to exceed ten <br />percent of your award as of March 27,2020, for only the lbllowing activities: <br />. Administration including documented staffirrg, travel and training. Pre-application costs, such as public hearing notices and documented staffing and time <br />for the CDBG-CVl consortium building and applicationr Review of environmenlal laws and authorities, including Section 106 of the National <br />I-iistoric preservation Act of 1996 <br />r Preliminary engineering design wolk and consultations needed for the environmental <br />review <br />r Subrecipient agreements or plofessional service contracts for any of the above activitie.s <br />A CDBG subrecipient agreement, for use if you pass these funds thlough to a service provider to <br />implement the grant, is available in Section l8 of the CDBG Management Handbook, which is <br />available electronically at www.commerce.wa. gov/cdbg and herg. <br />CDBG plocurement requirements rnust be tbllowed before hiring professional services or <br />contractol's to be ftrnded by this CDBG award. These requirements are in Sections 5 andT of the <br />CDBG Management Handbook. <br />CDBG-specifio compliance with the National Environmental Policy Act QIIEPA) mUst be <br />completed before any construction bid advprlising or propefiy acquisition activity can occul'. <br />These procedrres are described in Section 6 of the CDBG Management Handbook. <br />Contract Page 033
