Kittitas County Shoreline Master Program <br />6. Locate, design, develop, manage and maintain public access in a manner that <br />protects shoreline ecological functions and processes and minimizes impacts to <br />surrounding properties. <br />7. Provide, protect, and enhance physical and visual access to shorelines. <br />8. Design and maintain public access so that negative impacts to surrounding <br />properties (e.9., trespass and litter) are eliminated or reduced. <br />3.5 Recreation element <br />A. Goal <br />1. Provide opportunities and space for diverse forms of water-oriented recreation. <br />B. Obiectives <br />1. Prioritize water-oriented shoreline recreational development that is primarily related <br />to access, enjoyment, and use of the water and shorelines of the state. <br />2. Locate, design, develop, manage, and maintain recreational areas in a manner that <br />protects shoreline ecological functions and processes. <br />3. Recognize and protect the public interest by providing increased recreational <br />opportu nities withi n shorel ines of statewide si g n ifi cance. <br />4. Provide diverse choices of regional water-oriented public recreational opportunities. <br />5. Consider measures necessary to establish a high level of compatibility with other <br />uses and activities and avoid negative impacts to the shoreline environment when <br />locating, designing and operating recreational developments. <br />6. Encourage private investment in water-oriented recreationalfacilities that are open <br />to the public. <br />7. Encourage federal, state, and local governments to develop existing sites and <br />evaluate opportunities to acquire additional shoreline property for public recreational <br />use. <br />8. Encourage development of non-motorized multi-use trails that provide recreation <br />and transportation opportunities where compatible with shoreline ecological <br />functions. <br />3.6 Circulation element <br />A.
