Kittitas County Shoreline Master Program <br />3.2 Shoreline use element <br />A. Goals <br />1. Consider the use and development of shorelines and adjacent land areas for public <br />and private land uses in relation to the natural environment. <br />2. Ensure no net loss of ecological function <br />B. Obiectives <br />1. Give shoreline use preference to single-family residential uses, ports, shoreline <br />recreational uses, and water-dependent commercial or industrial developments that <br />are consistent with preservation of shoreline ecological functions and processes. <br />2. Give secondary preference to water-related and water-enjoyment uses. <br />3. Allow non-water-oriented uses only when substantial public benefit is provided with <br />respect to the goals of the Act for public access and ecological restoration. <br />4. Locate, design, and manage shoreline uses to prevent a net loss of shoreline <br />ecological functions and processes over time. Where adverse impacts are <br />unavoidable, require mitigation to ensure no net loss of shoreline ecological <br />functions. <br />5. Ensure proposed residential developments are compatible with or enhance the <br />aesthetic quality of the shoreline area. <br />6. Design and locate residential development to preserve the natural landscape and <br />shoreline ecology and minimize conflicts with present and planned land uses. <br />7. Encourage mixed use developments that include and support water-oriented uses <br />and provide a substantial public benefit consistent with the public access and <br />ecological restoration goals and policies of the Act. <br />8. Locate new high intensity uses in areas that are not susceptible to erosion and <br />flooding and where impacts to ecologicalfunctions can be avoided. <br />L Plan for and control stormwater runoff from new developments and redevelopment <br />projects. When required, provide treatment consistent with state and local standards. <br />3.3 Economic development element <br />A. Goals <br />1.
