Establishment of a buffer around the fish Fish and wildlife Wildlife habitat <br />Habitat conservation Conservation areaArea; <br />iii. Retention of vegetation and/or re-vegetation of areas/habitats critically <br />important to species; <br />iv. Special construction techniques; <br />v. Implementation of erosion and sediment control measures; <br />vi. Habitat enhancement (i.e., fish passage barrier removal); <br />vii. Seasonal restrictions on construction activities on the subject property; <br />viii. Clustering of development activities on the subject property; and <br />ix. Any other requirements and/or recommendations from Washington State <br />Department of Fish and Wildlife’s habitat management guidelines. <br /> <br />3. Wildlife habitat management and mitigation plan: For unavoidable impacts to Fish <br />and wildlife Wildlife habitat Habitat conservation Conservation areasAreas, a wildlife <br />habitat management and mitigation plan shall be prepared by a wildlife biologist who <br />is knowledgeable of wildlife habitat within Kittitas County. The Wildlife habitat <br />management and mitigation plan shall: <br /> <br />a. Demonstrate, when implemented, that there shall be no net loss of ecological <br />function of habitat; and <br />b. Identify how impacts from the proposed project shall be mitigated, as well as the <br />necessary monitoring and contingency actions for the continued maintenance of <br />the Fish and wildlife Wildlife habitat Habitat conservation Conservation area Area <br />and its associated buffer. <br /> <br />4. In addition to the general mitigation plan requirements describ ed above, the wildlife <br />habitat management and mitigation plan shall contain a report containing, but not <br />limited to, the following information: <br />a. A map or maps indicating the boundary of the habitat conservation areas; the <br />width and length of all existing and proposed structures, utilities, roads, <br />easements; wastewater and stormwater facilities; adjacent land uses, zoning <br />districts and comprehensive plan designations; <br />b. A description of the proposed project including the nature, density and intensity <br />of the proposed use or development and the associated grading, structures, <br />roads, easements, wastewater facilities, stormwater facilities, utilities, etc., in <br />sufficient detail to allow analysis of such land use change upon the Fish and <br />Wildlife habitat Habitat conservation Conservation areaArea; <br />c. A description of the vegetation in the Fish and Wildlife habitat Habitat <br />conservation Conservation areaArea, on the overall project site and adjacent to <br />the site; <br />d. A detailed description of the proposed project’s effect on the Fish and Wildlife <br />habitat Habitat conservation Conservation areaArea, and a discussion of any <br />federal, state, or local management recommendations which have been <br />developed for the species or habitats in the area; and <br />e. An explanation of how any adverse impacts created by the proposed use or <br />development will be mitigated, including the following techniques:
