There is adequate information available on the area proposed for development to determine the impacts of the proposed development and appropriate mitigating measures; and c. The applicant provides voluntary deed restrictions that are approved by the County. N. Regulations—Fish and wildlife Wildlife habitat Habitat conservation Conservation area Area reporting and mitigation requirements 1. Habitat management plan: When a use or development is proposed in or adjacent to a habitat conservation area, the Administrator shall require the applicant to submit a habitat management plan, prepared by a professional wildlife biologist who is knowledgeable of wildlife habitat within Kittitas County, when the following conditions are met: a. A proposed use or development is located within two hundred (200) feet of a known or suspected Fish and wildlife Wildlife habitat Habitat conservation Conservation areaArea; and b. There are potential direct and/or indirect impacts on wildlife species or habitat from the proposed use or activity. 2. Habitat management plan contents: The habitat management plan shall include a discussion of the potential direct and indirect impacts, as well as a discussion of the ongoing management practices that will protect habitat after the project site has been developed. The habitat management plan will include any relevant information and recommendations from the Washington State Department of Fish and Wildlife habitat guidelines for the affected species and/or habitat. Based on the characteristics of the site, the Administrator may require that all or a portion of the following be included in a habitat management plan: a. A map drawn to scale or survey showing the location of the fish Fish and wildlife Wildlife habitat Habitat conservation Conservation area Area on the subject property, as well as the approximate location of any potential fish Fish and wildlife Wildlife habitat Habitat conservation Conservation area Area within two hundred (200) feet of the subject property; and b. Detailed description of vegetation and habitat characteristics within and adjacent to the site. c. Identification of any endangered, threatened, sensitive, or candidate species that have a primary association with habitat on the project area, and assessment of potential project impacts to use of the buffer and critical area on the site by the species. d. Methods and measures to avoid, minimize and/or compensate for adverse impacts associated with the proposed use and development, including , but not limited to: i. Prohibition or limitation of use and development activities within the fish Fish and wildlife Wildlife habitat Habitat conservation Conservation areaArea;
