Locate and design all uses and developments on navigable waters or their beds to: <br />a. Minimize interference with surface navigation; <br />b. Consider impacts to public views; and <br />c. Allow for the safe, unobstructed passage of fish and wildlife, particularly those <br />species dependent on migration. <br />5. Prohibit uses that adversely impact the ecological functions of critical freshwater <br />habitats except where necessary to achieve the objectives of RCW 90.58.020, and <br />then only when their impacts are mitigated according to the sequence described in <br />Section 5.2.B.2 to assure no net loss of ecological functions. <br />6. Design and manage shoreline uses and modifications to prevent degradation of water <br />quality and alteration of natural hydrographic conditions. <br />C.
