<br /> <br />Kittitas County Shoreline Master Program <br />Chapter 4 44 <br />March 7, 2016 <br />A. Purpose <br />The purpose of the shoreline residential environment is to accommodate residential <br />development and accessory structures as well as appropriate public access and <br />recreational uses. <br />B. Management policies <br />Shoreline use and development within this designation must be consistent with the <br />following policies: <br />1. Apply development standards that preserve the existing character of the shoreline and <br />ensure no net loss of shoreline ecological functions in a manner consistent with the <br />purpose of the environment and the local comprehensive plan. <br />2. Provide public access and joint use for community recreational facilities associated <br />with multi-family, multi-lot residential and recreational developments. <br />3. Ensure access, utilities, and public services are available and adequate to serve <br />existing needs and planned future development. <br />4. Limit commercial development to water-oriented uses. <br />C. Designation criteria <br />Assign a shoreline residential environment designation to shoreline areas inside urban <br />growth areas, as defined in RCW 36.70A.110, incorporated municipalities, "limited areas <br />of more intense rural development," "master planned resorts," as described in RCW <br />36.70A.360, and in limited rural areas that are developed with or planned and platted for <br />predominantly single-family or multi-family residential development. <br />4.8 Aquatic environment <br />A. Purpose <br />The purpose of the aquatic environment is to protect, restore, and manage the unique <br />characteristics and resources of the areas waterward of the Ordinary High Water Mark <br />(OHWM). <br />B. Management policies <br />Shoreline use and development within this designation must be consistent with the <br />following policies: <br />1. Allow new over-water structures only for water-dependent uses, public access, or <br />ecological restoration. <br />2. Limit the size of new over-water structures to the minimum necessary to support the
