•Retirementcontributionspaidbytheemployer(SUB-RECIPIENT)canbeincludedifthecontributionisbasedonapercentageoftheirhoursworkedHealthinsurance,oranyotherbenefitsnotlistedabove,arenoteligibleforreimbursement.TheSUB-RECIPIENTwillprovidelawenforcementofficerswithappropriateequipment(e.g.,vehicles,radars,portablebreathtesters,etc.)toparticipateintheemphasispatrols.3.2.3.Fundingalterationsarepermittedasfollows:UponagreementbytheregionalTZMandallotherpartiesimpactedbyaproposedbudgetalteration,theallocationamountsmaybeincreasedordecreasedwithoutamendingthisagreement.HVEgrantfundsshouldbemanagedcollaborativelybytheSUB-RECIPIENTandtheTZM.Thesealterationsmustberequestedthroughemailcommunicationamongallinvolvedparties,includingtheTZM,andtheWTSCFiscalAnalyst.ThiscommunicationshallincludeanHVEAllocationAdjustmentform,whichdetailsthefundingalterations.FundswithinthesameHVEcampaignbudgetcategoryonly,canbeincreasedanddecreasedacrossparties,solongasthemodinedtotaldoesnotexceedtheregionaltotalallocationperfundingcategory.3.2.4.Thesefunds,designatedforsalariesandbenefits,areintendedtopayforthehourlyovertimecostsandproportionalamountsoffringebenefitsofcommissionedstaffpursuingtheactivitiesdescribedinthestatementofwork.Thesefomdsmaynotbeusedforanyotherpurposeforexampleanyworkrequiredtomaintainalawenforcementcommissionincludingrecertificationtrainingslikefirearmqualification.3.2.5.Dispatch:WTSCwillreimbursecommunicationsofficers/dispatchpersonnelforworkonthisprojectprovidingSUB-RECIPIENThasreceivedpriorapprovalfromtheirregion'sTZM.Thisactivitymustbeovertimeandonlytheexpenseslistedinsection3.2anditssubsectionswillbereimbursed.3.2.6.TransportOfficers:WTSCwillreimbursetransportofficersfortheirworkonthisprojectprovidingSUB-RECIPIENThasreceivedapprovalfromtheirregionsTZM.TheTZMwillworkwiththeregionalLELtodetermineifneediswarrantedforthetypeofHVEactivity.Thisactivitymustbeovertimeandonlytheexpenseslistedinsection3.2anditssubsectionswillbereimbursed.3.2.7.Thelawenforcementagencyinvolvedwillnotscheduleindividualofficerovertimeshiftsforlongerthaneighthours.WTSCunderstandstheremaybeinstanceswhenmorethaneighthoursarebilledduetoDUIprocessingorotherreasonsandanexplanationshouldbeprovidedontheWEMSOfficerActivityLog.3.2.8.Thelawenforcementagencyinvolvedwillensurethatanyreserveofficerforwhomreimbursementisclaimedhasexceededhis/hernormalweeklyworkinghourswhenparticipatinginanemphasispatrolandisauthorizedtobepaidattheamountrequested.Reserveofficersmayonlybepaidatthenormalhourlyrateandnotatthe150percentovertimerate.3.3.SUMMARYOFPROJECTCOSTS
