Cook <br />RECOMMENDATION: <br />Authorize a pay increase for the Traffic Foreman/Sr. Bridge Insp. <br />BRIEFING SUMMARY: <br />Public Works (PW) desire adjusting Our Traffic Foreman JD. The Foreman has been <br />serving as lead bridge inspector on short spans since January 2019. <br />BACKGROUND: <br />Since 2019, the PW Traffic Foreman has been conducting bridge inspections under direct <br />supervision of a licensed Washington State Department of Transportation Federal Bridge <br />Inspector. PW is now prepared to formally recognize the Traffic Foreman as a County <br />bridge inspector. <br />DISCUSSION: <br />The PW Traffic Foreman has been inspecting County bridges under supervision of KPFF <br />Bridge Inspectors since January 2019. Our Foreman has been entering bridge inspection <br />data into the State's bridge inspection database for the past year. Recently, KPFF <br />informed me that consistently the data is being accepted by the Washington State <br />Department of Transportation without errors. PW desires formalizing the skills acquired <br />by our Traffic Foreman as a bridge inspector into his existing job description. Over the <br />past two years, PW has saved the expense of having a second consultant on bridge <br />inspections owing to the participation of our Traffic Foreman. We have been <br />compensating for the additional duties using the "out of class" pay provision incorporated <br />into County personnel policies. PW desires formalizing the temporary five percent <br />increase into full compensation for the added duties of lead bridge inspector for PW. <br />FISCAL IMPACTS: <br />No financial impact from amending the Traffic Foreman JD.
