Project to <br />appropriate new, unmitigated water to irrigate 1,600 acres of previous dry land. <br />Drafting application to withdraw 5,600 acre-feet of groundwater annually. Work <br />on this project is ongoing. <br />Central Terminals, LLC Change Application; Grant County, WA. Technical <br />advisor and reviewer for project to acquire and transfer a portion of a state <br />groundwater permit. Reviewed draft report of exam before LAI team presented <br />it to the Grant County Water Conservancy Board. <br />Big Lake Water Rights Acquisition and Mitigation Bank; Big Lake, WA. Project <br />manager performing negotiation and due diligence to acquire municipal water <br />rights on behalf of Ecology. Negotiated, drafted, and executed purchase and <br />sale agreement. Prepared change application, beneficial use analysis, and draft <br />report of examination to transfer acquired water rights into Trust Water Rights <br />Program for purposes of developing a mitigation bank in the Skagit Basln. <br />Developed supply and demand analysis for prospective water bank. Worked <br />closely with Ecology personnel throughout project. <br />Skagit River Basin Water Exchange; Skagit County, WA. Project manager on <br />team assessing the feasibility of a water mitigation bank in Skagit County for <br />client Ecology, through partner Washington Water Trust. Led effort to assess <br />supply and forecast demand for mitigation credits across 43 sub -basins in the <br />2,700 square mile Skagit River Basin. Worked closely with Ecology to assess <br />alternative mitigation options. <br />Walker Basin Restoration Program; Yerington, NV. Project manager with <br />leadership role in planning, building, and managing a $300 million water rights <br />acquisition program from the ground up. Conducted due diligence, valuation <br />services, and research of regulatory requirements for water rights acquisitions <br />totaling over $75 million. Developed a model integrating hydrology, water law, <br />regulations, and human behavior that measured and evaluated program impact. <br />Successfully negotiated with Walker River Paiute Tribe and Nevada State <br />Engineer on behalf of client. Supported Nevada's first application to <br />permanently transfer water for lnstnearn flow purposes. <br />Nisqually Water Bank Feasibility Analysis; Pierce, Thurston and Lewis <br />Counties, WA. Project manager for effort to assess the feasibility of a water <br />bank in the Nisqually River Basin. Analyzed enabling conditions and developed a <br />supply and demand analysis. <br />Antoine Valley Ranch; Tonasket, WA. Project manager leading due diligence <br />effort for water rights acquisition. Developed technical report assessing the <br />complex water rights history of the ranch and analyzing historical beneficial use. <br />Acquisition of land and water rights were eventually funded under Ecology's <br />Streamflow Restoration Grant Program. <br />Landau Associates j A } Statement of Qualifications <br />
