Record of Decision and submitted both to Ecology for review and approval <br />LAI staff Eric Weber and Kelsey Mach. <br />Rattlesnake Ditch Association; Yakima County, WA. LAI provided expert <br />technical services to the Rattlesnake Ditch Association (RDA) regarding how <br />unauthorized use and modification of the ditch affected conveyance loss <br />associated with nine adjudicated certificated water rights of RDA members. <br />The scope of the project required a detailed field assessment of ditch <br />conditions, assessment of flow measurements and summary of historical <br />ditch maintenance use from RDA members and staff from the North <br />Yakima County Conservation District. Findings were submitted in a <br />declaration to Superior Court. The dispute was settled prior to trial. LAI <br />staff Eric Weber and Kelsey Mach. <br />3. Water Resource Policy Development <br />Project Team members have been deeply involved in the water resources policy environment in <br />Washington for almost 20 years. Team member's extensive work in Washington includes feasibility <br />studies for and the development of diverse water mitigation banks that continue to function today. Key <br />projects that Team members have contributed to in Washington include the Nisqually Water Banking <br />Feasibility Study, the groundwater mitigation program in the Skagit Basin, the Snoqualm€e Water Bank, <br />the Dungeness Water Exchange, and the Walla Walla Water Exchange. Additionally, AMP has advised <br />clients on water banks across the West including playing a pivotal role In the development of the Verde <br />Water Exchange, a voluntary groundwater mitigation bank in central Arizona. Also in Washington, AMP <br />is a key partner in drafting the Walla Walla Basin strategic plan for water management, is advising a <br />farmland trust in managing its water rights portfolio, and has instituted novel water resources concepts <br />such as a two-way water rights auction for buyers and sellers in the Snoqualmle Watershed. <br />The Team is well-positioned to provide the County with creative solutions to bring mitigation options, <br />including in -lieu mitigation concepts (as allowed under the County's 2014 settlement agreement with <br />Ecology and Futurewise), to underserved areas of the County. Approaches to water resources policy and <br />planning activities undertaken by AMP are holistic, acknowledging and considering not only <br />environmental objectives, but also economic and social impacts of program design and alternatives. <br />Beyond the Team's collective experience in Washington, AMP has extensive work experience in water <br />resources policy and planning throughout the Western US. Lessons learned through the lens of other <br />western states can be applied to the Washington legal and regulatory environment due to the Team's <br />Intimate knowledge of Washington water law. AMP's partners and clients include government agencies <br />(from the local to the federal level), tribal entities, non -profits, irrigation districts, corporations, and <br />others. The Team is therefore able to speak to, and more Importantly listen to, diverse stakeholder <br />concerns and ideas while efficiently and effectively navigating a complicated policy landscape. <br />Water Resources Policy Development Experience <br />Agriculture Irrigation Water Needs Assessment; King County, WA. AMP is collaborating with King <br />County staff to map all irrigation water rights places of use and characterize farmed and farmable land <br />to identify lands that could benefit from access to irrigation water. Analyzing current and likely future <br />agricultural water demand under specific agricultural expansion and climate change scenarios to identify <br />sub -basins where water access limits agricultural production in the county.
