Central Terminals, LLC and associated business entities, Grant County and Chelan County, WA. LAI <br />successfully navigated complex water rights compliance and change/transfers with multiple <br />stakeholders for agricultural, domestic, and industrial water rights for several related business entities in <br />Grant and Chelan counties. Conducted extent and validity assessments of surface water certificates and <br />groundwater change ROES, certificates, and permits, in addition to feasibility evaluations for purchase <br />and transfer for domestic, irrigation, and industrial uses. Submitted an application for a new water right <br />that included a consumptive use analysis and development of a mitigation strategy involving the use of <br />Lake Roosevelt Water Bank releases. The mitigation strategy included a hydrogeological assessment and <br />an analysis of the hydraulic connection between the proposed point of withdrawal aquifer and the <br />nearby Columbia River. Completed several water right change applications: change in place of use and <br />point of withdrawal of groundwater permits for Group A and B water systems through Ecology's <br />streamlined cost reimbursement program, change in place of use and point of withdrawal of a <br />groundwater irrigation certificate through Grant County <br />Water Conservancy Board, and a de facto change of the <br />purpose of use for a groundwater certificate from ' <br />irrigation to industrial use through the Chelan County <br />Water Conservancy Board. Change applications submitted ;=- <br />through the Water Conservancy Board involved drafting a <br />ROE, which included an extent and validity assessment}- ;I <br />and a tentative determination of the water right. An <br />additional consumptive use analysis was required for the <br />ROE involving a change to the purpose of use. LAI conducted a hydrogeologic <br />evaluation, beneficial use assessment, and water demand forecast supporting transfer of an irrigation <br />groundwater right to a community domestic groundwater use for a master planned resort community <br />(Frenchman Springs) in Grant County, Washington. Historical beneficial use of the existing water right <br />was demonstrated through evaluation of historical irrigation practices and crop rotation, available <br />geologic data, aerial photographs, and power records, to calculate the average annual amount of water <br />pumped and the annual consumptive use. Projected instantaneous and annual water demand were <br />developed, following the procedures outlined in the Washington State Department of Health Water <br />System Design Manual, to demonstrate that water use for the project would not result in increased <br />consumptive water use. Analytical results were included as supporting documentation with the ROE <br />submitted to the Grant County Conservancy Board.
