,A <br />Task -Order Wlanagers <br />Dan Haller, PE, CWRE I Principal Water Resources Engineer <br />Leading Aspect's Yakima office, Dan Haller is a state -recognized water rights <br />expert who is fluent in the water code and has direct experience in developing <br />and implementing public water banks for the State, counties, cities, and irrigation <br />districts. His background includes management of storage and conservation <br />projects; water banking and water rights transfers; buying, selling, and leasingwater <br />rights; and water system design and financial planning experience. Before joining <br />Aspect, Dan spent more than a decade with the Department of Ecology's Office <br />of Columbia River, where he worked on hundreds of water rights and managed <br />multi-million-dotlar grant projects. For Kittitas County, Dan led the water bank <br />facilitation efforts and assisted with trust water acquisitions and permitting. <br />Tyson Carlson, LHG, CWRE I Sr. Associate Hydrogeologist <br />Tyson has over 18 years of experience focused on water resource development, <br />water banking, and water rights. His strengths lie in evaluating hydrogeologic <br />systems, developing regional and site-specific h dro eolo is conceptual models <br />and permitting water resources. Serving Tribal, private, and public sector <br />clients, Tyson's project experience includes water supply and geothermal well <br />#Al design, evaluation of groundwater -surface water interaction, and seepage and <br />T� passive collector design, Similarly, Tyson's supporting water rights experience <br />includes both new appropriations -fish propagation, municipal, agriculture, <br />and commerciat/industrial purposes - and transfer/change of existing rights for <br />purposes of instream flow, habitat, and mitigation through water banking, With <br />this experience, Tyson has evaluated, designed, and permitted multiple instream <br />habitat improvement projects in tributary and side -channel environments providing <br />rearing, temperature, and/or high flow refugla to native and anadromous fish. <br />Jason Shira, LHG I Senior Hydrogeologist <br />Working from Aspect's Yakima office, Jason Shira specializes in water <br />resources with a focus on sustainable aquifer management and surface water - <br />groundwater interaction studies. As a licensed hydrogeologist with over 17 <br />years of experience in water resources and environmental investigations, <br />Jason brings a wide range of experience, coupled with a strong analytical <br />background, and regulatory insight. His strengths lie in development of site- <br />specific hydrogeologic conceptual models; mitigation suitability analysis; and <br />design and oversight of well drilling, construction, and testing programs. <br />Additional Technical and Support Staff <br />Taylor Dayton, PE I Project Engineer <br />From Aspect's Wenatchee office, Taylor Dayton offers a range of practical <br />experiences with design projects that regularly bridge the fields of water <br />resources engineering and water quality. Her engineering expertise includes <br />planning and design for a variety of private and public water and wastewater <br />projects throughout North Central Washington. Taylor also has experience <br />addressing the intersection of water infrastructure projects and Washington <br />State water law for clients with diverse water right portfolios. <br />
