NGPROGRAM SUPPORI SERVICES <br />WMLL, t'ria"ra Sash F'.0,"', study and <br />�� aL�rs tec Y.artagmictit 11JI-tr14C <br />.rraEa'%rJa.U&, Vir(A <br />Aspect has been working with the Walla Walla <br />Basin Watershed Council (WWBWC), the Walla Walla <br />Watershed Management Partnership (WWWMP), <br />Office of Columbia River (OCR), and local teaming <br />partners to facilitate a steering committee whose goal <br />is to improve flows in the Walla Walla River under <br />funding from the Office of Columbia River and Bureau <br />of Reclamation. Target flow improvements range from <br />65 cfs to 150 cfs based on short -and -long term goals <br />and seasonality over six river reaches in Oregon and <br />Washington. Aspect is providing facilitation services <br />(including coordination of dozens of stakeholders), <br />environmental review (SEPA scoping and SEPA/NEPA <br />integration strategy development), and technical <br />studies (conservation, storage, water marketing) in <br />support of the Flow Study. Aspect is leading Columbia <br />River consultation on a new pump exchange and <br />evaluating water rights in both Washington and <br />Oregon that must be used conjunctively with new <br />infrastructure project development. <br />Water Rights Cas� ( ai m l-� r mm. a tenf P rr q m ni <br />- �cola;� ; �4:aL�:�t•i'��, lf'bri�[r,l;;r>n <br />For over a decade, Aspect has assisted both <br />public and private clients under an Ecology cost <br />reimbursement contract for the evaluation and <br />processing of more than 100 water right applications <br />throughout the state. Aspect completes the entire <br />permitting process from investigation through <br />decision documents for purposes of use including <br />municipal, single and group domestic, agriculture, <br />fisheries, industrial, groundwater source heat pumps, <br />and habitat/instream flows. <br />Otrr 'Team <br />arae~ Resource C,64ana.gernsnt Prop ram <br />.. Cc'unzy I Cl.eEan County, ireL, <br />Aspect is assisting Chelan County in adopting a new <br />Water Resource Management Program to acquire <br />water rights and develop water supplies to mitigate <br />exempt wells in the Wenatchee, Entiat, and Lake <br />Chelan Basins. Aspect assisted in drafting new County <br />Code, evaluated multiple fee structures, assisted in <br />acquisition of a new water right to trust to seed the <br />program, provided outreach materials and website <br />development, and coordinated interdepartmental <br />water hank processes to provide for a seamless <br />launch and customer building permit experience. <br />TransAlta - Skookumchuck Water Bank I <br />Thurston, Lewis & Grays Harbor County, WA <br />Aspect is facilitating the development of new <br />water bank that will improve instream flows in the <br />Skookumchuck and Chehalis River, as well as make <br />water available to water users in the Chehalis River <br />Watershed. The pending water bank will provide over <br />28,000 acre-feet of year-round, consumptive supply <br />to the watershed. In support of the project, Aspect's <br />Water Resource team is facilitating the processing of <br />the Trust Water Application and companion Mitigated <br />Water Right permit, both of which are govern by <br />a Trust Water Agreement. Our work includes the <br />creation of Suitability Assessment that will guide <br />where TransAlta Watercan be effectively utilized, and <br />GIS tools that include an interactive webmap that <br />allowed the team to look for potential crops areas <br />that may need more reliable sources of irrigation <br />water for water users in the Chehalis River Watershed. <br />Aspect's team is comprised of three local Task -Order Managers with extensive experience working with the <br />County supporting the implementation of your Water Bank along with a variety of other projects in Kittitas <br />County and throughout central Washington. We have also identified a handful of local support staff available <br />to bring cost-effective and efficient support to your projects, including staff from our teaming partner Gray & <br />Osborne. All of the identified staff are based in Aspect's Yakima and Wenatchee offices and Gray & Osborne's <br />Yakima office. These key team members are supported by the largest group of Certified Water Rights <br />Examiners and licensed hydrogeologists in the state along with a deep bench of GIS and Data Management <br />Specialists, Water Resources Engineers and Scientists, and Technical Editors.
