I Reported the Law Enforcement Torch run for the Special Olympics will not take place <br />this year; however, the department is hoping to have a viffual torch run wearing T-shirts made for <br />this special event. Eva Tyler wrot€ regarding h€r <br />concerns about the unfinished shelter by the Coal Mines Trail Parking area, and thc money that <br />was left by the Estate of Floward Carlin fot irnprovements at the Trailhead. Ms. Tyler <br />commented she would like to see the Cily complete the pro-ject as soon as possible, within the <br />limits of the COVID-19 rules, Mayor McGowan reported Mr, Carlin left $10,000 to the Coal <br />Mine Trail, which the City of Cte Elum decided to use for amenities to the slructure, including a <br />fountain ($4,490), the water meter service for the fountain ($143), and a large stone caim. <br />Additional cosls include engineenng costs lbr tire pole ($Z,lSll for the cairn, the cost ol the pole <br />placement fbr the caini ($324) and cement ($200) for a total of $8,860. Rocks will be placed on <br />the caim when the structure is completed. The Coal Mine Trail also received a Lodging Ta-r <br />Grant in the amount of $ 17,000, which will be used for materials. Mayor lv{cGowan noted the <br />completion of the struclure is a volunteer projeci. Covid-I9 rules will prevent work on the <br />project until Phase 2 conres to the County, at which time, the volunteers are ready to start <br />wr:rking. County Lodging Tax Grant Applicatlon: Lucy Temple reported the City has an <br />opportunity to apply for a Kittitas County Tourism-Related Small-Scale Municipality-Owned <br />Capital Project & Operations Grant; the application is due on 0611812020, with about $100,000 to <br />distribute among applicants. The application must be tied to an existing funded project. <br />Component #1 is for frail counters for data collection; 1 long*term at the Coal Mines Trail and I <br />long-term at the Dog Par[ 3 portable trail counters for use at other parks or trails, seasonal or <br />holiday event attendance, sidewalk use and movement.within the downtown. These will be used <br />to assess trail or park use for future planning of maintenance & operations. Component #2 is for <br />park amenities, including the Disc Golf Course signs, logc and tourism brochures to improve park <br />visitation and provide additional ways for the community to get out and get healthy; and to plan <br />future events and tournaments. Tlre total grant request is for $3,200; terms of the grant require a <br />50% match, which is already secured. The trail counters are matchcd by thc Dog Park City <br />Lodging Tax and the Disc Golf Course signs are matched by the Hanson Ponds Park upgrades <br />3
