Tourism-Related, Small-Scale Municipality-Owned Capital Project Narrative <br />1. Project Description: Please describe the project in detail. lndicate the major work to be <br />completed, any milestones that need to be overcome in order for the project to move forward, <br />and include a comparison of existing and proposed conditions. <br />This Cle Elum Data Collection & Park Upgrades Project an existing park and provides the <br />City a mechanism to reliably count park and trail users for current data, future prcrjections, <br />and after-the-fact reporting purposes. The two project components are described below. <br />COMPONENT #l: Trail counters <br />Descriptio n ; Existing and Proposed Conditions <br />The City plans to purchase five hail counters to collect data at our parks and trails within our <br />four-season recreational tourism communify. The City does not currently own a mechanism <br />to count or track park and trail users. These trail counters will assist in planning for funding <br />allocation, maintenance operations, and will provide data to assist with futsre event and <br />project lodging tax applications and after-the-fact JLARC reporting. The data collected may <br />also be used for other grant applications, such as those focused on getting the community <br />outside and active, like Complete Streets. <br />The trail counter equipment is anticipated to be used to collect long-term year-round use <br />(Coal Mines Trail and Dog Park) seasonally, or based on events at other locations city.wide. <br />Below is a list of the proposed uses and locations fcllowed by more detailed descriptions for <br />trail counter use at the two long-term locations. <br />The trail counters are proposed to be located in the following tourism-related locations: <br />r Long-term placement (2 counters), description below <br />o Coal Mines Trail <br />o Dog Park <br />r Portable units for seasonal/event placement (3 counters) <br />o HansonPonds <br />o Disc Golf Course <br />o Progress Path <br />o Other parks and trailso Community events (e.g., Pioneer Days, Boo Elum, Christmas in Cle <br />Elum) <br />o Miscellaneous locations at peak or off-peak season for use comparisons <br />(e.g., Memorial Day weekend in the downtown, or a park on a peak <br />weekend) <br />Coal ll{ines Trail - lons-tgrm" countqr <br />The regional Coal Mines Trail extends from downtown Cle Elum, west through Roslyn, <br />and ternrinating in Ronald. This trail is used regularly by locals and visitors alike, both as <br />an experience in itselt but also to tr*vel between towns, and to connect into other <br />recreational areas such as the well-known Rat Pack rnountain bike trail, or thc Roslyn
