Data indicated that the programs funded in the past two years are all needed in a comprehensive system of services in this county. The programs receiving the highest ratings are those programs who provide services to single adults and to the population of adults that have drug issues, criminal histories, and other issues that do not qualify them for any of the other programs. The exception was Habitat for Humanity, an agency not viewed as providing services to the homeless.
