b.ConsistentimplementationofNIMSprovidesasolidfoundationacrossjurisdictionsanddisciplinestoensureeffectiveandintegratedpreparedness,planning,andresponse.NIMSempowersthecomponentsoftheNationalPreparednessSystem,arequirementofPresidentialPolicyDirective8,toguideactivitieswithinthepublicandprivatesectoranddescribestheplanning,organizationalactivities,equipping,trainingandexercisingneededtobuildandsustainthecorecapabilitiesinsupportoftheNationalPreparednessGoal.c.InordertoreceiveFY2018federalpreparednessfunding,toincludeHSGP,theSubrecipientwillensureallNIMSobjectiveshavebeeninitiatedand/orareinprogresstowardcompletion.NIMSImplementationObjectivesarelocatedathttps://www.fema.qov/media-librarylassets/documetns/130743.B.HSGPSPECIFICREQUIREMENTS1.18HSGPstipulatesthefollowingrequirementsforoverallgrantfundingwhicharemanagedattheStateAdministrativeAgency(SAA)level;specificcapsorthresholdsforthisAgreementmaydiffer:a.Upto5%percentoftheHSGPawardreceivedbytheDepartmentmaybeusedformanagementandadministrative(M&A)purposesdirectlyrelatedtoadministrationoftheHSGPgrant.ThemaximumpercentageoftheGrantAgreementAmountthatmaybeusedbytheSubrecipientforM&AcostsunderthisAgreementisidentifiedintheBudget(Attachment2),andmaybelessthan,butwillnotexceed,themaximum5%.b.Atleast25%ofthecombinedHSGPawardallocatedunderSHSPandUASImustbededicatedtowardslawenforcementterrorismpreventionactivities(LETPA).TheLETPApercentageoftheGrantAgreementAmountthatmustbemetasaminimumrequirementofthisAgreementbytheSubrecipientisidentifiedintheBudget(Attachment2)andmaydifferfromthecombined25%requirement.IftheSubrecipientanticipatesspendinglessthantheindicatedamountonLETPAactivitiesasindicatedintheBudget(Attachment2),abudgetamendmentisrequired.c.Thetotalofpersonnelexpensesmaynotexceed50%percentoftheindividualprogramawardsreceivedbytheDepartmentunlessaPersonnelCapWaiverhasbeenreceivedfromDHS.ThemaximumpercentageoftheGrantAgreementAmountthatmaybeusedbytheSubrecipientforpersonnelexpensesunderthisAgreementisidentifiedintheBudget(Attachment2)andmaydifferfromthe50%limit.IftheSubrecipientanticipatesspendingmoreonpersonnelcoststhanwhatisintheBudget(Attachment2),abudgetamendmentisrequired.Additionalapprovalstepsmayberequiredforeachprogrambeforethepersonnelpercentagecanbeincreased.2.SHSP-fundedprojectsmustaddresshigh-prioritypreparednessgapsacrossallcorecapabilitiesthatsupportterrorismpreparedness.3.UASI-fundedprojectsmustbuildandsustainthecapabilitiesnecessaryforhigh-threat,high-densityUrbanAreastoprevent,protectagainst,mitigate,respondto,andrecoverfromactsofterrorism.4.OPSG-fundedprojectsmustenhancecooperationandcoordinationamongCustomsandBorderProtection,UnitedStatesBorderPatrol,andlocal,tribal,territorial,state,andfederallawenforcementagenciesinajointmissiontosecuretheUnitedStates'bordersalongroutesofingressfrominternationalborderstoincludetravelcorridorsinstatesborderingMexicoandCanada,aswellasstatesandterritorieswithinternationalwaterborders.5.TheSubrecipientshalluseHSGPfundsonlytoperformtasksasdescribedintheWorkPlan(Attachment2),asapprovedbytheDepartment,andincompliancewiththisAgreement.6.SubrecipientsareencouragedtoparticipateintheState'sannualTrainingandExercisePlanningWorkshop(TEPW)ormayconducttheirownlocallregionalTEPW.7.SubrecipientsmustrequestpriorapprovalfromDepartmentKeyPersonneltoattendnon-DHS/FEMAtrainingcoursesperDHS/FEMAGrantProgramsDirectoratePolicyFP207-008-064-1(https:llwww.fema.qov/media-librarylassets/documents/34856).Thisrequirementonlyappliestotrainingcoursesanddoesnotincludeattendanceatconferences.Furthermore,additionalfederalapprovalsareneededforcoursesthatrelatetoCounteringViolentExtremism.DHS-FEMA-HSGP-SHSP-FFY18Page8of38KittitasCountySheriffsOffice,E21-187
