nfI�1(1Llr tui t foi Re hi d ldint, Anieii ro(INF RA) Gra, its ® 5 <br />INFRA Application Criteria <br />The Department of Transportation recommends that the maximum 25 -page narrative follow the below outline <br />to ensure all program requirements are addressed. <br />Project Description <br />This section of the application is used to provide a concise description of the project, the transportation <br />challenges that it is intended to address, and how the project will address those challenges. This section <br />should discuss the project's history, including information on investments made to date advancing the project. <br />Project Location <br />This section of the application should describe the project location, including a detailed geographical <br />description of the proposed project, a map of the project's location, and description of connections to existing <br />transportation infrastructure. Be sure to discuss area demographics, whether the project is urban or rural, and <br />document whether the project is in a Federally designated community development zone, such as a qualified <br />opportunity zone, empowerment zone, promise zone, or choice neighborhood. A project located in a Federally <br />designated community development zone is more competitive than a similar project that is not located in a <br />Federally designated community development zone. <br />Project Parties <br />This section of the application should list all project parties, including details about the proposed grant <br />recipient and other public and private parties who are involved in delivering the project. Applicants should <br />clearly articulate roles and responsibilities of each entity identified in this section. <br />Grant Funds, Sources and Uses of all Project Funds <br />This section of the application should describe the budget for the INFRA project. Be sure to clearly identify <br />previously incurred expenses and future eligible costs separately. Additionally, document the sources and uses <br />of all funds associated with the project, including a line -item budget with contingency. This will assist DOT <br />reviewers assess that the project costs are reasonable. <br />Merit Criteria <br />Criterion #1: Support for National or Regional Economic Vitality <br />This section of the application is largely supported by the Benefit Cost Analysis (BCA) findings to document the <br />economic impact the project will have. Other factors important to economic vitality, including how a project <br />contributes to the creation of jobs with a choice to join a union, support for American industry through <br />compliance with domestic preference laws, the use of project labor agreements, and local hiring <br />requirements, will be considered in other ways. DOT will rely on quantitative, data -supported analysis to <br />assess how well a project addresses this criterion. <br />
