December 23, 2020 <br />HWA Project No. 2004 043 <br />Gas <br />EIM data entry. HWA will enter all data collected under this scope into Ecology's <br />Environmental Information Management (EIM) database system, which includes location <br />and well information as well as analytical data, which is already provided in electronic <br />date deliverable (EDD) format by the laboratory. <br />Annual landfill gas monitoring, one round — HWA will measure landfill gas <br />parameters at each of the 25 landfill gas probes (GV -1 to GV -25). Landfill gas <br />parameters include volumetric flow rate, gas pressure, temperature, methane <br />concentration, and non -methane organic compound (NMOC) concentration. HWA will <br />also sample four landfill gas probes for laboratory analysis of NMOCs. Samples will be <br />collected from probes with high methane concentrations across the center of the landfill. <br />HWA will calculate total NMOC mass discharging from the landfill and provide <br />estimates of discharge rates, to document compliance with the Agreed Order. <br />Prepare annual gas monitoring report — HWA will prepare a report documenting the <br />gas monitoring, which will also be included in the annual environmental monitoring <br />report. <br />PROJECT BUDGET <br />We estimate that the scope of services proposed herein will require a budget of around $30,000 <br />per year, with estimated annual escalation of up to 3% due to anticipated labor rate increases, for <br />a total of $158,642, to accomplish, as detailed on the attached project cost estimate spreadsheets. <br />The budget presented in this proposal reflects an estimate based on our current understanding of <br />the project requirements for a scope of work developed from information provided. HWA <br />reserves the right to transfer hours and budget dollars between tasks to satisfy project <br />requirements. Our budget also reflects estimated direct costs to the project equipment rental etc. <br />HWA may also transfer funds allocated for direct costs to professional/technical hours or vice <br />versa, to satisfy project requirements. <br />Thank you again for the opportunity to provide this proposal.
