KITTITAS COUNTY <br />DEPARTMENT OF PUBLIC WORKS <br />PUBLIC WORKS — BOARD OF COUNTY COMMISSIONERS <br />STUDY SESSION STAFF REPORT <br />STUDY SESSION DATE: February 22, 2021 <br />TOPIC: Amending Title 10 Acknowledging the City of Ellensburg 2020 Annexation <br />of County Managed Ellensburg Urban Growth Area <br />ACTION REQUESTED: Direct staff prepare enabling documents. <br />LEAD STAFF: <br />Mark R. Cook <br />RECOMMENDATION: <br />Direct staff prepare enabling documents for Board action. <br />BRIEFING SUMMARY: <br />• The City of Ellensburg annexed Currier Creek Estates and associated urban <br />growth management lands in 2020. <br />• Title 10 of Kittitas County Code requires administrative adjustment reflecting the <br />changes to stop, yield and speed signs. <br />• Staff proposes an Ordinance adjusting Title 10 without public hearing. <br />• Kittitas County Prosecuting Attorney's Office concurs with staff s proposal. <br />BACKGROUND: <br />The City of Ellensburg annexed urban growth lands managed by the County via <br />Ordinance 4847 (EXHIBIT 1). County managed stop, yield and speed signs are managed <br />in Title 10 of County Code. The code requires administrative adjustment reflecting <br />signage impacted by the City's annexation. <br />DISCUSSION: <br />Staff's proposal adjusting Title 10 by administrative action is being supported by the <br />Prosecuting Attorney's Office.
