PUBLIC WORKS PERMIT FEE REVIEW <br />Mark Cook gave background on the Public Works fees update and model <br />that was done in 2017 and stated that staff has been tracking time on <br />permits and projects to get an understanding of where costs and <br />recovery is at. Mark Cook stated that currently there are to many <br />permits exist and reducing the number of permits reduces job coding <br />and better tracking of actual time spent. Discussion was held. <br />Staff was directed to continue with the fees update and schedule a <br />Joint meeting with Community Development Services for further <br />discussion. <br />FISH LAKE ROAD ADDRESSING <br />Mark Cook gave background on the history and maintenance of Fish Lake <br />Road (Forest Service Road 4330) and the replacement of Big Boulder <br />Creek Bridge by the County in 2020. Mark Cook continued that with <br />renewed maintenance demands along the road, it is time to claim road <br />ownership in the County's Road Log that is utilized by the County <br />Road Administration Board. Mark Cook added that there are a few <br />county residents on the road and readdressing them to reflect Fish <br />Lake Road formalizes the action. Mark Cook stated that Public Works <br />would recommend waiving the address application fee to the residents <br />in the area. Discussion was held. Staff was directed to contact the <br />Forest Service for a broader discussion and solicit the residents for <br />feedback and report back to the Board for additional discussion. <br />MANASTASH ROAD CREEK BANK STABILIZATION AND SNO PARK AMENDED LOCAL <br />AGENCY FEDERAL AID PROJECT PROSPECTUS <br />Darren Case stated that recently the Board of County Commissioners <br />executed a Washington State Department of Transportation Local Agency <br />Federal Aid Project Prospectus for the preliminary engineering of the <br />Manastash Road Creek Stabilization and Sno Park Improvement project. <br />Darren Case continued that an error was made in the agreement for the <br />engineering amount and staff will be bringing forward an amended <br />Local Agency Federal Aid Project Prospectus for consideration at the <br />next Board agenda session. No action was taken. <br />TITLE 10 AMENDMENT ACKNOWLEDGING CITY OF ELLENSBURG 2020 ANNEXATION <br />OF COUNTY MANAGED ELLENSBURG URBAN GROWTH AREA <br />Mark Cook stated that the City of Ellensburg recently complete the <br />annexation of properties known as Currier Creek into the city limits. <br />Mark Cook continued that after discussion with the Prosecuting <br />Attorney's Office, an administrative action through an Ordinance <br />needs to be taken to reflect the changes to stop, yield and speed <br />signs within this area. Mark Cook added that staff will prepare the <br />enabling documents for consideration at an upcoming agenda session. <br />2021-02-22 MINUTES <br />
