KITTITAS COUNTY <br />PUBLIC WORKS STUDY SESSION MINUTES <br />Webex <br />Regular Meeting <br />MONDAY 1:30 PM FEBRUARY 22, 2021 <br />Board members present: Chairman Brett Wachsmith, Commissioner Cory <br />Wright <br />Others: Mark Cook, Darren Case, Arden Thomas, Candie Leader, Josh <br />Fredrickson, Rebecca Cruse, Nicole Ogan, Public Works; Dan Carlson, <br />Jessica Miller, Jeremy Johnston, Bridget Pecthel, Community <br />Development Services; Neil Caulkins, Prosecuting Attorney's Office <br />and Two (2) Members of the Public <br />At 2:10 pm Chairman Brett Wachsmith opened the Public Works Study <br />Session. <br />FLOOD CONTROL ZONE DISTRICT ADVISORY COMMITTEE VACANCY <br />Arden Thomas gave background on the Flood Control Zone District <br />Advisory Committee bylaws and vacancy and stated that staff received <br />three (3) applications for consideration. Chairman Brett Wachsmith <br />inquired about the Advisory Committee making the selection and Arden <br />Thomas commented that she could have the Advisory Committee review <br />the applications if the Board of County Commissioners (BOCC) <br />requested it. Mark Cook added that the Advisory Committee was formed <br />by the BOCC, so this committee is unique to others. Discussion was <br />held. Commissioner Cory Wright made a motion to appoint Jan 011ivier <br />to the Flood Control Zone District Advisory Committee and Chairman <br />Brett Wachsmith seconded the motion. Motion passed. <br />INTERLOCAL AGREEMENT WITH KITTITAS COUNTY CONSERVATION DISTRICT <br />Arden Thomas stated that in 2017 when the Wilson-Naneum Cherry <br />Watershed Assessment was completed it identified the Whiskey Creek at <br />Ellensburg Water Company Siphon as an immediate action that could be <br />taken to reduce flood risk and fish passage needs. Arden Thomas <br />continued that Kittitas County Conservation District (KCCD) is well <br />suited to lead this project due to their experience working with <br />irrigation companies and districts on similar projects. Arden Thomas <br />added that staff is seeking direction on bringing forward the <br />enabling documents to enter into an agreement with KCCD. Staff was <br />directed to bring forward enabling documents for consideration. <br />2021-02-22 MINUTES <br />
