KITTITAS COUNTY <br />DEPARTMENT OF PUBLIC WORKS <br />PUBLIC WORKS — BOARD OF COUNTY COMMISSIONERS <br />STUDY SESSION STAFF REPORT <br />STUDY SESSION DATE: February 22, 2021 <br />TOPIC: Interlocal Agreement with Kittitas County <br />Conservation District for Whiskey Creek at <br />Ellensburg Water Company Project. <br />ACTION REQUESTED: Prepare enabling documents <br />LEAD STAFF: <br />Arden Thomas <br />RECOMMENDATION: <br />Direct staff prepare enabling documents for an Interlocal Agreement with Kittitas County <br />Conservation District. <br />BRIEFING SUMMARY: <br />• Replacing the current Ellensburg Water Company canal crossing at Whiskey <br />Creek with a siphon under the creek was included in the Flood Control Zone <br />District Six Year Capital Facility Plan. <br />• The Kittitas County Conservation District is experienced working with irrigation <br />companies and districts designing and implementing siphon projects. <br />• Kittitas County Flood Control Zone District and Conservation District staff <br />propose working together through an interlocal agreement completing final design <br />of the siphon. <br />BACKGROUND: <br />The Wilson-Naneum Cherry Watershed Assessment (2017) identified the Whiskey Creek <br />at Ellensburg Water Company Siphon Project as an immediate action that could be taken <br />to reduce flood risk and advance fish passage needs. The Flood Control Zone District <br />Advisory Committee evaluated this project and included it in the 2021 Six Year Capital <br />Facility Plan, with final design scheduled for 2021.
