Cook <br />RECOMMENDATION: <br />Direct staff will coordinate a series of workshops (3) with the Board of County <br />Commissioners for review of the existing plan as well as developing any requested plan <br />revisions for adoption in the second quarter of 2021. <br />BRIEFING SUMMARY: <br />• The 2016 plan has not been reviewed or updated since initial adoption <br />• Initial benefits of the plan have been achieved (Recreation Conservation Office <br />approval and Board adoption) <br />• The plan provides support for the lodging tax grant program <br />• Not much implementation progress of plan priorities by the County since plan <br />adoption <br />• Staff proposes a series of workshops with the BoCC during the first quarter of <br />2021 with the intention of reviewing the current plan and incorporating the <br />current Board with the recommended plan revisions and a re -adoption of the <br />newly revised plan in the second quarter 2021 <br />BACKGROUND: <br />The 2016 PROS plan created a planning umbrella supporting numerous possible <br />recreational projects in the County. The plan is sufficiently broad to cover nearly all <br />lodging tax grant proposals during the past several years. The plan contains numerous <br />goals that may no longer be relevant today. No update to the plan has occurred since <br />2016 adoption. The plan is not clear on expected County implementation efforts and <br />those performed by others. <br />DISCUSSION: <br />Given the large number of goals identified in the 2016 plan (Table 1.), it might be <br />prudent to revisit expectations of providing a rural county level of service and evaluate <br />each stated goal against a list of Board priorities.
