KITTITAS COUNTY <br />PUBLIC WORKS STUDY SESSION MINUTES <br />Webex <br />Regular Meeting <br />MONDAY 1:30 PM JANUARY 25, 2021 <br />Board members present: Vice -Chairman Laura Osiadacz, Commissioner <br />Cory Wright <br />Others: Mark Cook, Arden Thomas, Candie Leader, Josh Fredrickson, <br />Rebecca Cruse, Nicole Ogan, Public Works; Dan Carlson, Mike Flory, <br />Jessica Miller, Toni Berkshire, Community Development Services; Neil <br />Caulkins, Prosecuting Attorney's Office and Two (2) Members of the <br />Public <br />At 2:11 pm Vice -Chairman Laura Osiadacz opened the Public Works Study <br />Session. <br />FLOOD CONTROL ZONE DISTRICT ADVISORY COMMITTEE DISTRICT 2 VACANCY <br />Mark Cook introduced Arden Thomas to present this item for <br />discussion. Arden Thomas stated that staff received a letter of <br />resignation at the Flood Control Zone District Advisory Committee <br />meeting in December and staff would like to issue a press release to <br />solicit for applications for the vacancy. Staff was directed to move <br />forward with the press release as presented. <br />INTERLOCAL AGREEMENT WITH THE CITY OF ELLENSBURG SUPPORTING FLOOD <br />ALLEVIATION DESIGN AT DOLARWAY <br />Arden Thomas gave background on the City of Ellensburg project at <br />Reecer Creek and Dolarway and stated that the City of Ellensburg <br />staff and legal counsel reviewed the draft interlocal Agreement and <br />has no changes. Arden Thomas stated that staff would like to bring <br />forward enabling documents for consideration by the Board at an <br />upcoming agenda session. Discussion was held. Staff was directed to <br />prepare enabling documents for consideration. <br />HYAK PARKING ENFORCEMENT SUPPORT REQUEST FOR PROPOSALS <br />Mark Cook gave background on the ongoing parking issues in the Hyak <br />area and the changes made by staff to start enforcement actions on <br />offenders. Mark Cook stated that a Request for Proposals has been <br />drafted to solicit for support for towing and impound services. Mark <br />Cook continued that this action would give staff different options <br />for consideration and should be ready for implementation next season. <br />Discussion was held. Staff was directed to move forward with the <br />Request for Proposals and a meeting with the Sheriff's Office would <br />be necessary once options were received. <br />2021-01-25 MINUTES <br />
