4. lf funding is allocated to a Fusion Center investment, the Subrecipient must ensure all Fusion Center <br />analytical personnel demonstrate qualifications that meet or exceed competencies identified in the <br />Common Competencies for slate, local, and tribal lntelligence Analysts, which oulines the minimum <br />categories of training needed for intelligence analysts, All training io ensure baseline proficiency in <br />intelligence analysis and production must be completed within six (6) months of hiririg unless ihe <br />analyst has previously served as an intelligence analyst for a minimum of two (2) ye-rs. proof of <br />satisfac{ion of this requirement must be accessible to the Department Key Personh6t-as applicable. <br />5. lf funding is allocated to non-DHS FEMA training, the Subrecipient must request prior approval fromthe Department Key Personnel before attending the training. The Departmint wili'coordinate <br />approval with the_Stgle, Tlainlng Point of Contact. Pursuant to DHS/FEMA Grant Programs <br />Directorate Policy FP 207-008-064-1, the training must fall within the FEMA mission scope a-nd be <br />included in the Subrecipient's Emergency Operations Plan. This requirement only appliesio training <br />courses and does not include attendance at conferences, Furthermore, additional feieral approvali <br />are required for courses that relate to countering violent extremism prior to attendance. <br />6. For SHSP and UASI, Subrecipients are reguired to complete the annual Nationwide Cybersecurity <br />Review (NCSR) https://www,cisecuritv.oro/ms-isac/services/ncsr to benchmark and measure <br />progress of improvement in lheir cybersecurity posture. <br />7. ln support of efforts to enhance capabilities for detecting, deterring, disrupting, and preventing acts <br />of terrorism and other catastrophic events, operational overtime costs aie allowaUli for incr6ased <br />protective security measures at critical infrastructure sites or other high-risk locations and to enhancepublic safe$ during mass gatherings and high-profile events, However, except for an elevated <br />NationalTerrorism Advisory System alert, orior written approval is required befoie SHSP and UASI <br />funds may be used for operational overtime. Requests must be submitted to the Department Key <br />Personnel in advance of the expenditure to ensure all additional approval steps can be met. <br />8. Subrecipients should document their preparedness priorities and use them to deploy a schedule of <br />preparedness events in a multi-year Training and Exercise Plan (TEP) or an lntegrated preparedness <br />Plan (lPP). Subrecipients are encouraged to participate in the Stateis annualTraining and Exercise <br />Planning Workshop (TEPW)/|ntegrated Preparedness Planning Workshop (lPpW) oi may conducttheir own local/regional TEPWPPW. lnformation related to teps an'd'Trainihg and Exercise <br />Planning Workshops (TEPWs), as well as information about lPPs and lntegrated preparedness <br />Planning workshops (tPPWs), can be found on the HSEEP website at <br />httos://wwwJema.oov/HSEEP and https;/preptoolkit.fema. gov/. <br />DHS TERMS AND CONDITIONS <br />As a subrecipient of 2OHSGP program funding, the Subrecipient shall comply with all applicable DHS <br />terms and conditions of the 2OHSGP Award Letter and its incorporated documents for DHS Grant No. <br />EMW-2020'SS'00080, which are incorporated in and made a part of this Agreement as Attachment C. <br />DHS.FEMA-HSGP-S HS P.FFY2O Page 10 of41 Kitlrtas, County of, E21 -082
