Cook <br />RECOMMENDATION: <br />None required, informational briefing only. <br />BRIEFING SUMMARY: <br />• A foreign water right has been granted to Snoqualmie Public Utility District <br />(SPUD) — see EXHIBIT 1 <br />• Approximately 54 million gallons of water outside of Kittitas County <br />(Snoqualmie River Watershed) will now flow in County streams (Coal Creek) <br />• Construction of phase one of the new wastewater treatment plant will be awarded <br />on January 11, 2021 (the Board authorized a $250,000 Public Facility Fund grant <br />towards the effort in 2020) <br />• Public parking continues plaguing our joint ability managing snow removal this <br />season <br />• Recruitment of a towing company no longer is dependent on unauthorized land <br />use, as the Board recently amended land use in the Snoqualmie Pass LAMIRD <br />allowing impound yards <br />BACKGROUND: <br />The Board of County Commissioners (BoCC) awarded $250,000 of Public Facility Fund <br />(0.09 funding) to SPUD in 2020 supporting the new wastewater treatment plant <br />construction. Supporting the expanded water supply effort in the LAMRID, the <br />Department of Ecology recently granted a "foreign" water right to SPUD allowing water <br />extracted in King County and discharged as treated wastewater effluent in Kittitas <br />County. In December 2020, the BoCC authorized impound yards within the LAMRID — <br />clearing the way for Public Works (PW) to solicit towing services in Hyak. <br />DISCUSSION: <br />The recently granted water right to SPUD results in approximately 54 million gallons of <br />Snoqualmie River Watershed water as SPUD treated wastewater being discharged into <br />Kittitas County receiving water (Coal Creek).
