However, Ecology is supportive of advance mitigation projects. Constructing a <br />compensatory wetland mitigation project in advance of impacts can reduce temporal loss and <br />risk of failure. <br />Please be aware that if the County wishes to use credits within the first two years (24 months), <br />the agencies will generally view it as concurrent mitigation and concurrent compensation <br />ratios will apply. After two years (24 months) the ratios required to offset impacts generally <br />will begin to be reduced. The longer the advance mitigation site is functioning, the more value <br />it may generate for use (i.e., credit use ratios applied to proposed impact projects will <br />continue to reduce) until the site reaches its maximum potential by meeting all of its required <br />performance standards. <br />More information/guidance is available on Ecology's Advance permittee -responsible <br />mitigation webpage: http5://ecology.wa.gov/Water-Shorelines/Wetlands/Mitieation <br />You can also review Chapter 4.2.2 Advance mitigation in the draft update to the interagency <br />wetland mitigation guidance.
