)Snecl <br />Contract No.: 24 (revised)Project No.: 150338 Date: November 23,2020 <br />Client: Kittitas County <br />Project Name: Consumptive Use Pilot Study <br />LTING <br />Contract Change <br />Aspect Consulting, LLC (Aspect) is assisting Kittitas County and Granite <br />Creek Ranches LLC on their partnership on a pilot study to quantitatively <br />determine the percent of consumptive use associated with indoor-only <br />domestic use. The results of the study will be used to determine the <br />efficacy of alternative mitigation strategies in subbasins currently without <br />suitable mitigation options (e.g., yellow and red zones) and could greatly <br />expand the value of both parties existing water right portfolio, if <br />successful. Aspect is currently providing oversight during design, <br />implementation, and reporting of the study results. Contract Change No. <br />16 identified the scope of work, deliverables, and budget ($16,500) <br />required for this project. Contract Change No. 20 was executed to increase <br />the proposed budget by $4,500. However, the cost increase authorized by <br />Contract Change No. 20 will not be adequate to complete the scope of <br />work. Contract Change No. 24 therefore replaces Contract Change No. 20 <br />and increases $12,000 to the original budget amountof $16,500, <br />authorizing a total cost of $28,500 for the Consumptive Use Pilot Study. <br />This contract change also establishes a period of performance for the <br />scope of work identified in Contract Change No.l6. <br />Completion Date: December 31,2022 <br />Project Schedule. Final Report Due: l2l3l/2022 <br />Budget increase justification: Two issues have arisen that have resulted <br />in changed conditions relative to our existing contract. First, Ecology <br />req uested add itional technical informati on and stakeho lder coordination <br />beyond that anticipated. This has resulted in extensive coordination <br />including a meeting with YakamaNation, USBR, and WDFW stafl and <br />additional technical coordination with Ecology in response to a list of <br />questions posed.
