Aspect <br />will work with Ecology and the County to determine the appropriate level of effort to <br />address in this section to best streamline the process. A local impairment analysis in this <br />phase may include reviewing the County's mitigation pian and hydrogeology memos used <br />to establish suitability zones, detail from projects of who have already received building <br />permits, but are likely not meeting the standard in Campbell and Gwinn, as well as local <br />interference and potential ESA -impacts in tributaries. <br />Task 3 — Additional Meeiings and Communication <br />Aspect anticipates the need for additional meeting and communication with the County, <br />Ecology, or others as directed by the County. Aspect would propose to include facilitation <br />and attendance of up to 4 meetings amongst Ecology and the County, the Water Transfer <br />Working Group, or other stakeholders as directed by the County. <br />Schedule <br />We propose to complete Phase 1 within three weeks of receiving authorization to proceed. <br />Depending on the agreed procedural and substantive approach in Phase 1, we anticipate <br />completing Phase 2 within 4 to 12 weeks after Phase 1 is completed. <br />Phase 2 Budget <br />Because of the uncertainty in Phase 2, we propose to provide this budget at the end of <br />Phase 1 when SEPA compliance and local impairment levels of effort are better known. <br />We believe that a transition from the ROE Outline to full general permit template would <br />take on the order of 24 to 36 hours, with additional effort for local impairment, notices, <br />SEPA compliance (if needed), and meetings. <br />Professional Services Agreement with Aspect Consulting LLC <br />Page 15 <br />
