prepare a timeline for execution of the draft ROE, and timing expectations that can be <br />conveyed to individual non-exempt applicants relying on the general permit process. <br />Deliverables <br />Aspect anticipates the following deliverables under Phase 1: <br />• Annotated ROE Outline for General Permit; <br />• Procedural Action Plan; <br />• Timeline for Preparation of General Permit; and <br />+ Timeline for Execution of General Permit Approach for Applicants. <br />Phase I Budget <br />The estimated costs by task for Phase 1 are as follows: <br />PHASE BY TASK ESTIMATED HOURS ASPECT FEES <br />Task 1 -- Kickoff Meetings (2) 16 $2500.00 <br />Task 2 — Prepare Annotated 24 $3400.00 <br />ROE, Action Plan, <br />Timelines <br />Phase 1 Project Cost 40 $5900.00 <br />Phase 2 <br />The purpose of Phase 2 is to develop the full general permit ROE text and resolve <br />required procedural steps necessary for streamlined permit processing. Because some <br />Phase 2 elements are uncertain at this time, we have identified these topically. <br />Task 1— State Environmental Policy Act (SEPA) and Public Notice Compliance <br />Aspect will help the County resolve with Ecology in Phase 1 a SEPA compliance approach <br />as part of the Procedural Action Plan. It may be that previous SEPA actions on trust <br />transfers, coupled with any supplemental project -based SEPA requirements for individual <br />developments, are adequate. Alternatively, there may be greater legal protections and <br />streamlining opportunities if the County supplements existing SEPA determinations <br />through a non -project SEPA determination at this time. Aspect can prepare a State <br />Environmental Policy Act (SEPA) Checklist and draft a Mitigated Determination of Non - <br />Significance Determination (MDNS). Additionally, Aspect can draft a Public Notice <br />template specifically for this general permit process. Aspect can support the County and <br />Ecology by reviewing and addressing comments received through SEPA, the Public <br />Notice process, and comments by the WTWG. <br />Task 2 — Draft ROE Review with Ecology and County <br />Aspect will author a draft version of the ROE and submit for review and comment. We will <br />then meet with Ecology and the County to get feedback on the draft ROE and to discuss <br />any comments. We will incorporate edits and submit the final draft to Ecology. Aspect <br />anticipates that the transition from the ROE Outline to the full template will take <br />Professional Services Agreement with Aspect Consulting LLC <br />Page 14 <br />
