KITTITAS COUNTY <br />DEPARTMENT OF PUBLIC WORKS <br />PUBLIC WORKS — BOARD OF COUNTY COMNUSSIONERS <br />STUDY SESSION STAFF REPORT <br />STUDY SESSION DATE: October 26, 2020 <br />TOPIC: Thrall Road Speed Study Results <br />ACTION REQUESTED: Schedule a Public Hearing Receiving the Engineer's <br />Report on the Request for Speed Reduction <br />LEAD STAFF: <br />Mark R. Cook <br />RECOMMENDATION: <br />Schedule a public hearing for November 17, 2020 receiving the County Engineer's report <br />on the request for speed reduction on Thrall Road (MP 0.0 to MP 1.10). <br />BRIEFING SUMMARY: <br />• Thomas Bull (Bull Brothers Farms, Inc.) requested a speed study on Thrall Road <br />(MP 0.0 to MP 1.10) on September 25, 2020. <br />• The speed study was conducted on 10/01/2020 to 10/08/2020. <br />• Average daily traffic of 1,643 total vehicles in the week with 410 trucks (25%). <br />• Even distribution eastbound and westbound. <br />• 85% speed at 58 Miles Per Hour (MPH). <br />• Nine accidents in the past five years with one being an injury accident. <br />BACKGROUND: <br />Responding to a request for speed study on 912512020, Public Works deployed traffic <br />data collectors 10/01/2020 and collected through 1010812020, The study segment on <br />Tbrall Road (MP 0.0 to MP 1.10) contains 25 percent truck traffic within the average <br />daily traffic distribution of vehicle size. Traffic is evenly split east and westbound <br />(49.7% and 50.3%). 85' percentile speeds (eastbound and westbound) are 58 MPH and <br />57.7 MPH. <br />DISCUSSION: <br />The relatively large percentage of truck tragic is likely due to agriculture uses in the area. <br />85th percentile speeds suggest the road segment is easily capable of managing design <br />speed and the current speed limit of 50 MPH. Reducing the speed to the requested 35 <br />MPH is expected to adversely impact agricultural uses in the area. <br />The recorded nine accidents in five years consist of eight property damage and one injury <br />accident.
