KITTITAS COUNTY <br />PUBLIC WORKS STUDY SESSION MINUTES <br />Webex <br />Regular Meeting <br />MONDAY 1:30 PM OCTOBER 26, 2020 <br />Board members present: Chairman Brett Wachsmith, Vice -Chairman Laura <br />Osiadacz, Commissioner Cory Wright <br />Others: Mark Cook, Candie Leader, Arden Thomas, Josh Fredrickson, <br />Public Works; Dan Carlson, Jessica Miller, Mike Flory, Jeremy <br />Johnston, Community Development Services; and One (1) Member of the <br />Public <br />At 1:31 pm Chairman Brett Wachsmith opened the Public Works Study <br />Session. <br />THRALL ROAD SPEED STUDY RESULTS <br />Mark Cook gave background on the speed study process and introduced <br />Josh Fredrickson to discuss the results for the Thrall road speed <br />study. Josh Fredrickson stated that a resident on Thrall Road <br />requested a speed study be conducted from Number 6 Road to Moe Road <br />due drivers traveling above the posted speed limit. Josh Fredrickson <br />explained the speeds being traveled on the stretch of roadway and <br />reported that there have been nine (9) accidents total in the past <br />five (5) years and the roadway experiences a high volume of truck <br />traffic. Josh Fredrickson continued that staff is looking for <br />direction on scheduling a public hearing. Discussion was held. <br />Staff was directed to schedule a public hearing at the next agenda <br />session. <br />FLOODPLAINS BY DESIGN REQUEST FOR SUPPORT <br />Mark Cook gave background on Floodplains by Design and the funding <br />the Department has received on previous projects in the County. Mark <br />Cook stated that the group he belongs to is requesting support by <br />legislative authorities for municipalities in the state for the new <br />biennium funding request. Discussion was held. Staff was directed <br />to forward the letter of support for signature. <br />WATER METERING WAIVER OF FEE REQUEST <br />Arden Thomas stated that staff is seeking permission to waive the <br />inspection fee for a customer that was given incorrect information on <br />the need to obtain a water meter at certificate of occupancy. Arden <br />Thomas gave background on the water metering program and the changes <br />made along with the work being done to get customers into compliance <br />with the program. Arden Thomas added that the customer is requesting <br />the one fee be waived but would be paying the other fees associated <br />2020-10-26 MINUTES <br />
