I<PG <br />Exhibit A <br />Scope of Work <br />Kittitas County Public Works <br />Vantage Highway Pavement and Guardrail Replacement (MP 21.25 lo27.SLl <br />KPG Project No.2OO47 <br />October 23,2020 <br />lntroduction and Background <br />Existing pavement conditions along Vantage Highway (MP 21.25 to MP 27.5L1have deteriorated <br />and requires structural reinforcing. The subgrade is also suspected of having been damaged by <br />significantly heavy loads. The project overlay will result in the need to replace the existing <br />guardrail to meet standards. The project is funded by federal, state and local funds. Federal <br />funding is provided by the Highway Safety lmprovement Program (HSIP)and is designated <br />specifically for guardrail improvements. State funding is provided by the County Road <br />Administration Board (CRAB), and the project has been assigned a mandatory 2% UDBE goal. <br />The County has selected KPG, P.S. (KPGlto lead project permitting, develop a complete project <br />design, produce bid document plans, specifications, and engineer's estimate, provide bidding <br />support, and provide limited construction support. <br />Project Description <br />Vantage Highway from MP 21.25 to MP 27.5L (approximate western end of WB passing lane to <br />Vantage City Limits) is anticipated to be repaired and improved with a fiber reinforced asphalt <br />concrete overlay. The additional roadway thickness from the overlay will require new guardrail to <br />meet minimum height standards. The road's vertical and horizontal alignment is not expected to <br />be altered. Shoulder widening is not anticipated except as/if needed to meet current guardrail <br />standards. Vantage Highway within the project limits is classified as a County Rural Collector with <br />an ADT of 586 with 47% trucks. <br />The County has performed a lidar survey of the project extents and has provided to KPG for use in <br />design. The survey is adequate for the overlay and guardrail project design but has not been <br />corrected to vertical datum values. No further adjustment to the survey data is anticipated. <br />Existing utilities within the roadway corridor have not been located by the utility owners or <br />included in the project survey. Utilities are expected to include underground cable and fiber <br />owned by Consolidated Communications. Overhead power is within the roadway corridor but is <br />beyond the edge of pavement and is not anticipated to impact the project. There are no utility <br />relocations and minimal coordination with the utility owners expected for project. <br />The project consists of pavement design for the overlay using fiber reinforced asphalt concrete, <br />guardrail design to current WSDOT design guidelines, supporting geotechnical investigation, <br />cultural assessment and NEPA permitting. <br />23 Wenatchee Ave, Suite 223, Wenatchee, WA 98801 P:509.663.2711 www.kpo.com
