•ExceptionstoanyimpaireddrivingHVErequirementsmustbesubmittedtotheWTSCHVEProgramManagerforapproval.•Fundinginthiscategorycanbeexpendedoutsideofthecampaignperiods.However,thefundsmustonlybeusedforimpaireddrivingenforcementandduringanothernationalimpaireddrivingenforcementcampaignorotherlargelocalevent/mobilization.ParticipationduringHolidayDUIPatrolsandDriveSoberorGetPulledOvershouldbeprioritizedwhenschedulingenforcementdates.•TheWTSCencourageslawenforcementagenciestousethisfundingtosupporttheprofessionalgrowthofofficerswithlimitedexposuretoimpaireddrivingenforcement.Withtheapprovaloftheregion'sTZMandWTSC,officerscanparticipateinmentoringforimpaireddrivingenforcement.Requirementsforthisuseoffundsincludethefollowing:oWTSCapprovalforimpaireddrivingmentorshipisdonethroughtheHVEMobilizationPlan.Approvalformentorshipmustbereceivedpriortotheactivitydate.oThetrainingofficermustbeaDrugRecognitionExpertorARIDEtrained.TZMscansubmitarequestforanofficerwhodoesn'tmeettheserequirementstobeamentor.ThisrequestmustbedetailedontheHVEMobilizationPlan.oTheremustbeareviewoftheSFSTprocedurepriortotheenforcementactivity.oThereisalimitoftwotimesperyearthatanofficercanbeamentee.oFundspermitting,itisexpectedthatmenteeswillparticipateinatleastoneimpaireddrivingmobilizationaftercompletingmentoring.oEachregionorcounty-leveltaskforcecansetadditionalrequirementsforparticipationinthisuseoffunding.oTobeeligibleforthisactivity,thetaskforcemusthaveapolicyforDUIMentoring.WTSCwillprovideamodelDUIMentoringpolicyifrequested.oFundingwillpayforovertimeforthementorofficerandthementeeof6cer.•Thisfundingcanbeusedtoconductpremiseschecks(suchastheHomeSafeBarProgram)inbarsandotherestablishmentsthatsellalcohol.Tobeusedforthispurpose,theactivitymustmeetthefollowingrequirements:oApprovalforthisactivitymustdonethroughtheHVEMobilizationPlan.ThisplanmustbereceivedbyWTSCatleast2weekspriortotheactivitydate.Itshouldincludedetailssuchastheestimatednumberofhoursandofficerswhowillbeparticipatinginthisactivity.Itshouldalsoincludeaplanforwhatofficerswilldiscusswiththeestablishment(Ex.distributingcoasters,HVEdedicationmaterials,mobilizationcreative,etc.)oEachestablishmentiscountedasonecontactontheOfficerActivityLog.oTheWALiquorandCannabisBoardshouldbenotifiedinadvanceofthisactivitytoencouragecollaborationandsupport.•ThesefundscanbeusedforDUIwarrantround-upevents.Priorapprovalisneededfortheseactivitiesandmustincludeevidenceofthoroughplanningtoincludeathreatmatrixonwarrantsuspects,mostcurrentaddressinformationobtainedthroughthecourtorlocalrecordmanagementsystemandcurrentDepartmentofLicensingorbookingphotosonwarrantsuspectsavailable.DistractedDrivingHVEEvents:•WiththeStateofWashington'sdistracteddrivinglaw,thesepatrolswillbeimportanttoensurethrougheducationandenforcementthatdriversunderstandandarefollowingthenewlaw(RCW46.61.672).
