c.SUB-RECIPIENTwillparticipateinnationalimpaireddrivingHVEeventsincluding:i.HolidayDUIPatrols(December11-January2)ii.DriveSoberorGetPulledOver(August20-September6)2.DISTRACTEDDRIVINGa.DistracteddrivingHVEeventswillbeconductedusingateamapproachwithdesignatedspotters.b.SUB-RECIPIENTwillparticipateinnationalimpaireddrivingHVEeventsincluding:i.UDrive.UText.UPay.(October5-12)ii.OntheRoad,OffthePhone(April1-19)3.MOTORCYCLESAFETYPATROLSa.Patrolswillfocusontheillegalandunsafedrivingactionsofmotorcyclesthatareknowntocauseseriousandfatalcrashes.Thisincludesimpaireddriving,speeding,andfollowingtooclosely.b.Patrolswillfocusontheillegalandunsafedrivingactionsofallothermotorvehicleswhenrelatingtomotorcycles.Thisincludesspeeding,failuretoyieldtoamotorcycle,followingtoocloselytoamotorcycle,distracteddriving,etc.c.SUB-RECIPIENTwillutilizemotorcycleofficersinthesepatrolstothefullestextentpossible.d.TheSUB-RECIPIENTwillengageinmultijurisdictionalHVEpatrols,aspartofaregionalornationaleffort,forallorpartofthefollowingcampaigns:i.It'saFineLine-July11-27,2021.Note:PatrolsmusttakeplaceFriday,Saturday,orSundayduringthecampaign.ii.OysterRunEvent-Summer2021(Region11only)iii.ABATESpringOpener-Summer2021(Region12only)iv.OceanShoresMotorcycleEvent(formerlyBikersattheBeach)-Summer2021(Region2only)OTHERCONSIDERATIONS,EXCEPTIONS,ANDNOTESREGARDINGHVEEVENTSAtleastthreecontactsperhourrequirementexplained:•ParticipatinglawenforcementofficersshouldmakeasmanycontactsastheycanduringtheirOTpatrolinthespiritofchangingdrivingbehavior.•Theymustmakeaminimumofthreeself-initiatedcontactsperhourofenforcementunlesstheyengageinarelatedenforcementactivitythatpreventsthemfromdoingso-inwhichcase,thecontactrequirementiswaivedwhiletheofficerisaddressingthatactivity.Forexample,ifanofficerstopsavehicleandarreststhedriverforDUI,he/sheisnotrequiredtomakethreecontactsperhourforthetimespentprocessingtheDUI.•Otheractivities,suchascollisioninvestigationsoremergencyresponsethatarenotinitiatedthroughemphasispatrolcontactWILLNOTbereimbursed.ImpairedDrivingHVEevents:•TheWTSCencouragesparticipationfromofficerswhohavesuccessfullycompletedAdvancedRoadsideImpairedDrivingEnforcement(ARIDE)orareacertifiedDrugRecognitionExpert.
