Both the Kittitas Reclamation District, an <br />irrigation district organized under and governed by Chapter 87.03 Revised Code of Washington <br />("KRD"), and the West Side Irrigating Company, a Washington corporation ("West Side') are <br />irrigation entities as that term is defined in RCW 87.80.005(2). <br />KRD and West Side seek to form a joint control board for the purposes enumerated in RCW <br />87.80.010, which include, but are not limited to, (1) the construction, operation, maintenance, <br />betterments, and regulations of the joint use facilities, including reservoirs, canals within the works <br />of the irrigation water supply system, pumping stations, drainage works, and system <br />interconnections; (2) activities and programs that promote more effective and efficient water <br />management for the benefit of member entities of a joint control board, including, but not limited <br />to, improvement of water supplies and water conservation measures authorized in the Yakima <br />Basin Integrated Plan; and (3) improvement and coordination of compliance with State and Federal <br />Clean Water Act requirements. <br />The joint control board, if approved by you, should be designated as the "Kittitas County Joint <br />Control Board No. 1," which is consistent with RCW 87.80.090. <br />Both KRD and West Side receive their water supplies from the Yakima River and its tributaries <br />and reservoirs, which are managed by the United States Bureau of Reclamation as the Yakima <br />Reclamation Project.
