MONDAY <br />KITTITAS COUNTY <br />PUBLIC WORKS:STUDY SESSION MINUTES <br />Webex <br />Regular Meeting <br />1:30 PM <br />OCTOBER 12, 2020 <br />Board members present: Chairman Brett Wachsmith, Vice -Chairman Laura <br />Osiadacz, Commissioner Cory Wright <br />Others: Mark Cook, Candie Leader, Arden Thomas, Liz Remeto, Josh <br />Fredrickson, Public Works; Dan Carlson, Jessica Miller, Bridget <br />Petchel, Community Development Services; Neil Caulkins, Prosecuting <br />Attorney's Office; and Six (6) Members of the Public <br />At 1:35 pm Chairman Brett Wachsmith opened the Public Works Study <br />Session. <br />REQUEST TO SET A PUBLIC HEARING ON NOVEMBER 12, 2020 AT 9:00 AM TO <br />CONSIDER THE FORMULATION OF KITTITAS COUNTY JOINT CONTROL BOARD NO. 1 <br />- KITTITAS RECLAMATION DISTRICT AND WEST SIDE IRRIGATING COMPANY <br />Mark Cook noticed the Board of the attendance of Jeff Slothower <br />representing Kittitas Reclamation District and of Neil Caulkins for <br />this item for discussion. <br />Mark Cook stated that this item is for a request to set a Public <br />Hearing to consider the Formulation of Kittitas County Joint Control <br />Board No. 1 with Kittitas Reclamation District and West Side <br />Irrigating Company. Mark Cook continued that this is the first <br />request for this action received by the County and gave background on <br />the process and the requirements set in the Revised Code of <br />Washington (-PCW). Urban Eberhart with Kittitas Reclamation District <br />commented that this action will be beneficial to both entities and <br />create more efficient operations. Discussion was held. The Notice <br />of Public Hearing on November 12, 2020 at 9:00 am to consider the <br />Formulation of Kittitas County Joint Control Board No. 1 - Kittitas <br />Reclamation District and West Side Irrigating Company was approved. <br />RECLASSIFICATION OF TECHNICAL SECRETARY TO ADMINISTRATIVE ASSISTANT <br />Mark Cook gave background on the history of the Technical Secretary <br />position. Mark Cook stated that staff went through the interview <br />process to fill the position, however, with the County Engineer being <br />on staff now and a reflection of the business needs of the Department <br />the decision was made to terminate the hiring of a Technical <br />Secretary and request to hire an Administrative Assistant. Mark Cook <br />added that Human Resources does have a job description for this <br />position and currently Community Development Services employs an <br />Administrative Assistant. Discussion was held. Staff was directed <br />to move forward with the reclassification. <br />2020-10-12 MINUTES <br />
