g SUBRECIPIENT understands that any costs identified arLer a Project Worksheet is written and submitted to FEMA may not be eligible for reimbursement. The DEPARTMENT agrees to: i. Provide technical assistance during all monitoring or evaluation activities. The DEPARTMENT will coordinate and schedule the meetings necessary to conduct and complete all monitoring and evaluation activities.ii. Develop the SUBRECIPIENT's project worksheet(s) and supporting attachments with FEMA and the SUBRECIPIENT's assistance based upon the costs determined to be eligible. iii. Submit the SUBRECIPIENT's funding package to FEMA. iv. Notify the SUBRECIPIENT when funding approval is received, issue payment per the process described above see Article ll, A.4 Payments, and provide the SUBRECIPIENT with a copy of the approved project worksheet.v. Work with the SUBRECIPIENT to resolve any issues identified during the monitoring process. 8. LIMITED ENGLTSH PROFTC|ENCY (CtVtL RtcHTS ACT OF 1964 TTTLE Vt) All subrecipients must comply with the Title Vl of the Civil Rights Act of 1964 (Title Vl) prohibition against discrimination on the basis of national origin, which requires that subrecipients of federal financial assistance take reasonable steps to provide meaningful access to persons with limited English proficiency (LEP) to their programs and services. Providing meaningful access for persons with LEP may entail providing language assistance services, including oral interpretation and written translation. Executive Order 13166, lmproving Access to Services for Persons with Limited English Proficiency (August 11,2000), requires federalagencies to issue guidance to recipients, assisting such organizations and entities in understanding their language access obligations. DHS published the required recipient guidance in April 201 1, DHS Guidance to Federal Financial Assistance Recipients Regarding Title Vl Prohibition Against National Origin Discrimination Affecting Limited English Proficient Persons, T6 Fed. Reg.21755-21768, (April 18,2011). The Guidance provides helpful information such as how a recipient can determine the extent of its obligation to provide language services; pelecting language services; and elements of an effective plan on language assistance for LEP persons. B. FEMA.STATE AGREEMENT TERMS AND CONDITIONS As a subrecipient of FEMA funding, the SUBRECIPIENT shall comply with all applicable DHS/FEMA terms and conditions of the FEMA-State Agreement and the Fire Management Assistance Grant Declaration, which are incorporated in and made part of this Agreement in Appendix I of the Washington State Fire Management Assistance Grant 2018 Applicant Manual (Attachment 4).
