Attachment A <br />Scope of Work <br />Grantee commits to implementing a shelter program that uses equitable and creative approaches <br />to bring people inside with the goal of exiting residents to permanent housing quickly as <br />described in Grantee's application for Shelter Program funds. <br />A. Proqram Description <br />L. Overview <br />a. Shelter program will serve all household types <br />b. Shelter program will add 10 beds. <br />Shelter program will operate as continuous stay.c <br />2. Facility Type <br />a. Kittitas County will subgrant to HopeSource to operate a permanent <br />emergency shelter site. <br />b. The shelter program will be located at <br />801 E 6th Ave. <br />Ellensburg, WA 98926 <br />c. The Shelter program's proposed site location is an existing multi-family <br />apartment complex, converted from market-rate apartments. There will be a <br />combination of individual and shared units depending on the needs of <br />households. The intended case management ratio will be one oase manager <br />per 20 housing units. <br />3. Racial Equitv <br />a. Kittitas County, HopeSource, and the City of Ellensburg will implement <br />strategies to prevent racial inequities in who is served and program outcomes. <br />HopeSource recognizes that race and ethnicity can significantly limit the <br />opportunities of program participants, acknowledges the unequal impact of <br />these factors, and works to help program participants in overcoming systemic <br />racism through increased access to housing, education, asset building, income, <br />employment, and high-quality food. <br />HopeSource will continue to work with the Washington State Community <br />Action Partnership and the National Community Action Partnership in its <br />.Page 01 1
