motion to approve Resolution 2020-156 approving the Bowers Field <br />WSDOT CARB Loan. Vice -Chairman Laura Osiadacz seconded the motion. <br />Motion passed 2-0. <br />WETLAND DELINEATION AT BOWERS FIELD <br />Mark Cook gave background on the ongoing Environmental Assessment at <br />Bowers Field and stated that he has briefed the Board of County <br />Commissioners (BOCC) multiple times during the project. Mark Cook <br />stated that the project team met to discuss the next steps for the <br />wetland delineation and the mitigation strategy for Bowers Field. <br />Mark Cook continued that there are two ways to move forward with the <br />project; "preliminary jurisdictional determination" or "approved <br />jurisdictional determination". Mark Cook added that the US Army Corp <br />of Engineers (Corp) was scheduled to make a site visit last fall but <br />then fell under a non -travel status and now with COVID-19 a site <br />visit soon is unlikely. Mark Cook stated that waiting for the <br />approved determination could take up to six (6) months and timelines <br />for this project are tight. Mark Cook added that the project team <br />feels in a better position now to move forward with a preliminary <br />determination. Discussion was held.
