KITTITAS COUNTY <br />PUBLIC WORKS STUDY SESSION MINUTES <br />Webex <br />Regular Meeting <br />MONDAY 1:30 PM SEPTEMBER 28, 2020 <br />Board members present: Chairman Brett Wachsmith, Vice -Chairman Laura <br />Osiadacz <br />Others: Mark Cook, Candie Leader, Public Works; Dan Carlson, Jessica <br />Miller, Pat Nicholson, Community Development Services; Benjamin West, <br />Ken Grannan, Bowers Field <br />At 1:30 pm Chairman Brett Wachsmith opened the Public Works Study <br />Session. <br />Mark Cook stated that he had no other business to add and all items <br />for discussion today were related to Bowers Field. <br />REQUEST TO APPROVE A RESOLUTION TO AWARD MASS X CONSTRUCTION THE <br />BOWERS FIELD UTILITY EXTENSION CONTRACT <br />Mark Cook gave background on the project and stated that Century West <br />provided the contract plans and secured the building permit for this <br />project. Mark Cook continued that this was a small works project and <br />contractors listed on the MRSC Roster were solicited for bids. Mark <br />Cook added that three (3) bids were received with Mass X Construction <br />being the low bidder. Mark Cook stated that the bid amount is lower <br />than the Engineer's Estimate, however, the contractor did contact <br />staff with questions on the project. Vice -Chairman Laura Osiadacz <br />inquired as to why the Public Works study session agenda was <br />regarding all Bowers Field items. Mark Cook stated that the items on <br />today's agenda were time sensitive and he still has the contracting <br />authority for Bowers Field and additional training for staff needs to <br />be completed. Chairman Brett Wachsmith made a motion to approve <br />Resolution 2020-155 Awarding Mass X Construction the Bowers Field <br />Utility Extension Contract. Vice -Chairman Laura Osiadacz seconded <br />the motion. Motion passed 2-0. <br />REQUEST TO APPROVE A RESOLUTION FOR THE BOWERS FIELD WSDOT CARB LOAN <br />Benjamin West stated he had been working with Public Works on <br />updating the Binding Site Plan and that he has received deposits for <br />ten (10) lots. Benjamin West continued that with the update to the <br />Binding Site Plan the taxi lanes need to be extended and there is <br />additional funding through the WSDOT CARB Loan program available for <br />this project. Vice -Chairman Laura Osiadacz inquired if the Airport <br />budget can support the payments for the payback of the loan. <br />Benjamin West replied that there was funding left from the previous <br />WSDOT budget.
