Easton Ridge Land Company, Inc. December 2019 <br />Update to Development Agreement <br />Marian Meadows <br />to its property within Sec. 1 and moved forward through Kittitas County toward this end. <br />The County accepted Meadow Way into the County road system under Resolution <br />2018-151. Within the Easton Acres C C & R's, provisions require that "commercial <br />activity requires 75% acceptance by the community". We have agreed that any usage of <br />Easton Acres lot #3 will be subject to the CC & R's for both Easton Acres as well as the <br />plat of Marian Meadows but do not view the placement of a public roadway over this <br />parcel as commercial activity. Furthermore, C C & R's for Easton Acres cannot impede <br />or impact uses beyond its borders. <br />5. ERLC was asked to provide options/avenue to the County to address winter closure of I- <br />90 that cause impacts to the E Sparks Road area. Within the EIS formation, one options <br />was provided using an avenue through the Ellensburg Cement Products locations which <br />provides a means to exit this area via the southern I-90 Interchange. An additional <br />option was identified via Country Drive to the BPA ROW and looping back to the Easton <br />1-90 North interchange. <br />Both of these routes were provided as emergency relief route during periods of inclimate <br />weather and never suggested as permanent roadways. <br />Public Works suggested a Road Improvement District in lieu of the above. <br />7. See Response to Russell Mau, Washington State Dept. of Health. <br />8. Included within platting will be a mail box facility. <br />9. Large Eastern Lots. Within the PUD, acreage from the eastern steep slopes were included <br />in density calculations and then clustered under the County's PUD provisions. These lots <br />were then set aside as large parcels subject to regulatory oversight of Kittitas County. <br />
