Easton Ridge Land Company, Inc. December 2019 <br />Update to Development Agreement <br />Marian Meadows <br />Response to John R Jensen comments; <br />Within the written record, it shows that Mr. Jensen has been the most outspoken and persistent opponent <br />of ERLC and the plat of Marian Meadows. We applaud his tenacious support and concerns for the Easton <br />Community but also have serious reservations about receiving fair and non -bias decision from Boards and <br />Commissions that the County has directed us to consult with. <br />Mr. Jensen is an active member and voice within Kittitas County Fire District #3, is a <br />sitting Board Member of Easton School District #28 and a significant influence to <br />members of the Easton Water District. His son has recently been the Fire District Fire <br />Chief. <br />Regarding his comments, we have the following: <br />1. ERLC has contacted the Fire District Commission and met with them early in the <br />process prior to community meetings in Jan of 2017. While we were still formulating and <br />planning the development at this time, the agent for ERLC met again with Fire Chief <br />Jensen at 5 PM on May 24, 2018 after the approvals for the plat were received. At this <br />meeting, Chief Jensen expressed his concerns that a small volunteer dept such as <br />Easton's, could not provide for growth that would come from a plat similar to Marian <br />Meadows. It was explained to Chief Jensen that because of these concerns, decisions <br />were made to provide fire suppression to all buildings within the development accept <br />smaller service level structures like community bathrooms etc. along with water system <br />improvements including fire hydrants throughout the plat. Mr. Jensen indicated that if <br />this was the case, he had no issues with the development. <br />It should also be noted that RCW 82.02. 100 supports this position. <br />No further contact with the commission was made pending the submission of the <br />Development Agreement. <br />2. ERLC has contacted the School District through Superintendent Dehuff both early <br />into formulation of the development concept and then again in May of 2018 after County <br />approvals for the development. Early on, it was clear that the EIS saw significant school <br />impacts "IF" the development would involve hundreds of new dwelling units. Within the <br />EIS, it also determined that Alt. #5 would have substantially less or no impacts. The <br />approved project represents a 21 % reduction of dwelling units identified under EIS <br />Alt. #5. We will address other points within our response to the School District. <br />See above <br />The Marian Meadows plat is accessed via Meadow Way which sits on a portion of Lot 3 <br />of the plat of Easton Acres. ERLC purchase this parcel for purposes of providing access <br />
