28.2.3 Activities or uses that create lighting which make it difficult for pilots to distinguish <br />between airport lights and non-airport lights or that create glare in the eyes of pilots <br />using the airport are prohibited. All outdoor lighting fixtures shall be arranged and <br />shielded so that area lighting shall not shine into the sky. <br />28.2.4 Activities or uses that create excessive amounts of dust, smoke, or other emissions that <br />may result in impairment of visibility in the vicinity of the airport are discouraged and <br />will be regulated in accordance with rules and regulations promulgated and enforced by <br />the Washington State Department of Ecology under the Clean Air Act and other state <br />and federal regulations. <br />29) Pa1.'ks and Recreation <br />Mitigations for impacts to Park and Recreation facilities are discussed in the FEIS, (pg. 3-124). <br />Mitigations listed in the FEIS include: <br />29.1 Provision by the project of such facilities, or proportional contribution to the cost of <br />such facilities <br />29.2 Providing facilities for Off-Road Vehicle Use. <br />29.3 Maintenance of facilities on site through a Homeowners Association. <br />29 .4 Provision of such facilities through the Kittitas County Park and Recreation District No. 1 by <br />means of voter approved tax assessments. <br />30) Public Services <br />30.1 Police Service <br />The FEIS examines mitigations for impacts to police services. Mitigation measures include a <br />fair share contribution from the project to provide additional resources, including personnel, <br />equipment, and facilities. <br />30.2 Fire Safetv/Medical Respon e <br />The FEIS includes mitigation requirements. The following mitigation measures are conditions of <br />approval: <br />30.2.1 A Fire Management Plan as approved by the Kittitas County Fire Marshal shall be <br />developed and implemented. <br />30.2.2 Fire hydrants shall be included as per fire district design standards. <br />30.2.3 Development shall comply with KCC Title 20 Fire and Life Safety, including <br />the International WUI Code defensible space requirements. <br />30.2.4 Non-combustible areas immediately adjacent to buildings shall be required. <br />28
