and condition 4 is not required to be met through the development agreement, <br />County staff will not require this to be updated for further processing of the <br />development agreement, however it will be required before condition 4 can be met to <br />allow for any platting/development in the vicinity of the Type N Stream. A <br />resubmittal will include pictures taken at the time of the testing. See Attachment 1. <br />Easton Water District- Staff has reviewed the draft Development Agreement and the <br />associated Exhibits and finds that the applicant has not sufficiently demonstrated that <br />sufficient water connections and expansion of the Easton Water District Water <br />System has been agreed upon with the District. Mike Gerber, Easton Water District <br />Commissioner submitted a comment letter dated July 22, 2019 stating that Water <br />District Resolution 030904 was repealed by the District on April 11, 2017 by Water <br />District Resolution 041117. This repealed resolution was included with his letter. <br />Additionally, the Washington State Department of Health (DOH) commented on <br />June 24, 2019 that the applicant must confirm connection the existing Easton Water <br />District and submit the design of the extension of the water system to DOH for <br />review and approval. Alternatively, Marian Meadows could apply for their own <br />Group A water system with DOH. Estimated water usage quantities also must be <br />provided to DOH so that the total number of new connections necessary for this <br />development can be determined. A fully signed and executed agreement between <br />Marian Meadows and the Easton Water District is necessary to provide adequate <br />documentation that the project will be provided water or documentation that the <br />applicant holds sufficient water rights and has submitted for a Group A Water <br />System approval with DOH. If an agreement is reached with the Easton Water <br />District it shall be addressed in the draft Development Agreement and associated <br />Exhibits as 'Easton Water District (ID #427005). Please update the draft <br />Development Agreement and the associated Exhibits accordingly and provide this <br />additional information. Additionally, the phasing/timeline exhibit shall be updated to <br />include the timeframe anticipated for water system expansion or creation depending <br />on how the property will be served with water. Please see current correspondence <br />with District and a summary of attempts to reach a consensus with the District. <br />• Easton Fire District — Staff has reviewed the draft Development Agreement and the <br />associated Exhibits and fmds that the applicant has not sufficiently demonstrated that <br />they have worked with the Easton Fire District to meet condition 1.2 of Ordinance <br />2018006. There is no documentation demonstrating how the applicant has <br />determined the appropriate mitigation for the impacts to fire district facilities and <br />equipment or if any effort has been made to work with the Fire District to understand <br />their needs. Please see updated comments. <br />• Easton School District — Staff has reviewed the draft Development Agreement and <br />the associated Exhibits and finds that the applicant has not sufficiently demonstrated <br />that they have worked with the Easton School District to meet condition 1.1 of <br />Ordinance 2018-006 and the Settlement Agreement (Easton School District, Easton <br />Ridge Land Company, and Kittitas County) approved on November 30, 2018. There <br />is no documentation provided demonstrating that the applicant has made any effort <br />to contact and engage in negotiations with the Easton School District for adequate <br />mitigation. Further there is no supporting documentation demonstrating how the <br />
